To take forward the Government's policy objective of promoting a sense of worthiness among the elders, the Social Welfare Department, with support from the Lotteries Fund, organized 'The Opportunities for the Elderly Project'(OEP) since 1999. From April 2003 onwards, the OEP becomes a regular service of the Department. Through funding allocation, the OEP has subsidised various volunteer groups, district organisations, social services agencies and educational agencies to carry out a wide range of programmes in order to promote a sense of worthiness among elders and to advocate a community spirit of 'Care for the Elders'.
The Department has set up the Advisory Committee (AC) of the OEP in 1999. The AC, appointed by the Director of Social Welfare, comprises Members who come from multi-disciplines including elderly service, medical profession (geriatric), social work academic and elderly representative . The terms of reference of the AC are as follows:
| (a) |
To advise the Department on the OEP in the area of policy direction, publicity strategies and programme planning to ensure that the implementation and focus of OEP are echoing the policy objective for elderly service; and |
| (b) |
