Building Up the Community with a Sense of Well Being and Happiness


District Objectives and Strategies

1.     To provide support for families and carers in-need with a view to strengthening family functioning so as to address the needs of family members in a timely, appropriate manner and foster harmonious family relationship

 

1.1            To set up a new integrated family services centre to enhance the support to needy families;

 

1.2            To continue implementing the Neighbourhood Support Child Care Project to help needy families take proper care of their children in a more flexible way;

 

1.3            To strengthen the Victim Support Programme for Victims of Family Violence to enhance support service to victims of family violence, in particular those undergoing the judicial process;

 

1.4            To continue enhancing the training of social workers and relevant frontline professionals on the management of domestic violence case, suicidal case and sexual violence case;

 

1.5            To continue assisting families with domestic violence through provision of the Batterer Intervention Programme by the Family and Child Protective Services Unit (Shamshuipo).

 

1.6            To continue implementing Family Support Programme in Integrated Family Service Centres (IFSCs) and Family and Child Protective Services Unit to help needy hidden families;

 

1.7            To continue running the Comprehensive Child Development Service (aged 0 to 5) to help early identifying the welfare needs of the children and their families;

 

1.8            To continue promoting collaboration among service units within the services boundary of individual IFSCs to build up a close support network.

 

2.      To support and help develop the potentials of individuals from disadvantaged circumstances, particularly elderly people who are frail or living alone, low-income families, single-parent families, new arrivals and people from ethnic minority groups with a view to promoting self-reliance and enhancing their community participation

 

2.1            To launch 3rd round Child Development Fund to encourage disadvantaged children and youth to formulate and implement the personal developmental plans and develop an asset-building habit so as to maximize their future opportunities;

 

2.2                To continue implementing the Short-term Food Assistance Service Project

through Tung Wah Group of Hospitals and St. James’ Settlement to assist those individuals and families in deprived circumstances;

 

2.3            To continue running two school-based after-school care and support programmes at Kowloon Technical School and Faith Lutheran School to address the child care need of low income families in the district, in particular those working parents with long and irregular working hours; and to explore resources to line up the 3rd venue for after-school care programme to help more children with caring needs;  

 

2.4            To step up school social work services in all secondary schools by a 20% increase in manpower to help prevent and tackle student drug abuse and related problems; 

 

2.5            To continue implementing the District Support Scheme for Children and Youth Development to meet the developmental needs of children and youth in deprived circumstances; 

 

2.6            To set up two day care centres for the elderly to provide a range of centre-based care and support services, including respite care to the frail elders to maintain their optimal level of functioning as well as provide support and assistance to the carers in order to enable them to continue to assume their responsibilities as a carer;

 

2.7           To mobilize DECCs in the implementation of the Community-based Elder Abuse Project in Shamshuipo and to foster their collaboration with other elderly service units in organizing elderly suicide and abuse prevention work in the community; to help singleton and hidden elders develop social life, and strengthening the referral, counseling and support services to elders in need;

 

 

2.8           To increase the provision of subsidized residential care places by building new contract or self-financing residential care homes; and to upgrade subvented residential care places to provide long-term care for frail elders;

 

2.9            To facilitate the implementation of the 3-year pilot scheme on Home Care Services for Frail Elders in providing tailor-made home care services for the elderly people on the waiting list for nursing home places with a view to strengthening their support while aging at home through a more flexible and diverse mode of service delivery;

 

2.10          To continue the pilot scheme to provide residential care homes for elderly with visiting pharmacist services to strengthen their capability in drug management;

 

2.11          To help needy elders who live in dilapidated homes to improve their home conditions through the Home Environment Improvement Scheme for the Elderly;

 

2.12          To continue with the 'District-based Scheme on Carer Training' to equip the carers with basic elderly care skills and enhance their capability in caring for the elderly;

 

2.13          To continue implementing 'Opportunities for the Elderly Project'(OEP) to promote active aging; and to encourage primary and secondary schools to implement ‘School Promotion Campaign Encouraging a Sense of Worthiness among the Elders’ in 2011-2012 school year as a pilot project for one year, with a view to cultivating love and respect towards the elders among the students;

 

2.14          To provide additional resources on special child care centre cum early education training centre to provide special care and training to facilitate the growth and development of moderately and severely disabled children under the age of 6 as well as to provide support to the parents to have a better understanding of the condition of their children and to foster and maximize their potential as a whole.

 

2.15          To help promoting Integrated Community Centre for Mental Wellness so as to provide a one-stop district-based community support and social rehabilitation services for discharged mental patients, persons with suspected mental health problems, their families / carers and residents; and to enhance the collaboration between medical and social services through District Task Group on Community Mental Health Support Services (Shamshuipo).

 

2.16          To help promoting the District Support Centre for Persons with Disabilities which serves to facilitate social integration through one-stop community support services for people with disabilities as well as their family members; and to strengthen their community partnership;

 

2.17          To continue implementing Community Promotion Project on Positive Living; and

 

2.18          To coordinate NGOs to help homeless people to reintegrate into the community;

 

3.      To promote cross-sector, multi-disciplinary and cross-service collaboration with a view to advancing mutual help among neighbours and sustaining the development of community support network so as to enhance support for individuals and families in-need

 

3.1            To develop platforms for non-governmental organizations and local organizations to implement collaborative projects by adopting the concept of asset-based building;

 

3.2            To collaborate with other departments to implement anti-drug programme to enhance parents' capacity in preventing and handling drug abuse behaviours of their children;

 

3.3            To continue collaborating with Leisure and Cultural Services Department to strengthen the cultural and recreational activities to the underprivileged children;

 

3.4            To assist Housing Department to implement the project of Enhanced Partnering Arrangements among Estate Management Advisory Committees and Non-governmental Organizations to promote Neighbourliness in Public Rental Housing Estates;

 

3.5            To continue promoting the interfacing and collaboration between medical and social services sector for the elderly such as enhancing support for elderly discharged from the hospital;

 

3.6            To continue implementing the Sham Shui Po District Service Quality Group for Residential Care Homes for the Elderly to enhance the service quality of private aged homes through visits paid by district professionals and local leaders;

 

3.7            To continue promoting collaboration among primary, secondary schools, tertiary institutes and elderly services units to join 'Elder Academy';

 

3.8            To continue promoting the collaboration between Integrated Children and Youth Services Centre and the police in implementing the 'Stand By You' programme to prevent the youth from going astray;

 

3.9            To continue collaborating with working groups under the District Council in developing and taking forward support services for people from disadvantaged circumstances, such as elderly, low income family, single parent family, new arrivals, ethnic minorities and people with disabilities;

 

3.10          To continue promoting volunteerism among individuals, families,  organizations and corporate in the district;

 

3.11           To continue collaborating with the Hong Kong Polytechnic University to implement 'Community Service Learning Programme' to build up a caring community;

 

3.12          To continue implementing Shumshuipo Well-being Movement based on Positive Psychology with a view to enhancing the sense of well-being among the residents in the district in joint collaboration with the District Council, various governmental departments, non-governmental organizations, schools and local bodies of Shamshuipo.
