- To build strong social network and cross-sectoral and cross-professional collaboration, to foster community cohesiveness and to enhance social capital so as to respond promptly to the district needs and to provide quality service to the residents

To develop platforms for collaboration and enhance cross-sectoral, cross-professional and tri-partite collaboration

To liaise with concerned government departments and community organizations in setting up new welfare facilities; to support and encourage NGOs to develop welfare services in response to community needs and to assist in promoting SWD newly subvented service/ projects

To encourage and support service units and staff of SWD and NGOs to respond to district needs in the District

To promote the use of Community Investment and Inclusion Fund (CIIF) and Partnership Fund for the Disadvantaged (PFD) and to give support for other funded projects

To coordinate services, programmes and activities for needy residents of Ching Ho Estate through the Ching Ho Estate Social Service Liaison Group |
- To provide support to the families in need, strengthen family relationship, consolidate family strength; to promote the message of family harmony and to prevent domestic violence

- To continue implementing the Neighbourhood Support Child Care Project to help needy families to take proper care of their children in a more flexible way; to expand the service to two individual projects in both Tai Po and North district
- To support the extension of the Comprehensive Child Development Service from 8 districts to the all 18 districts in Hong Kong to assess and identify needy pregnant women, at risk mothers and children and refer them to suitable health and welfare service units for follow up and support
- To continue providing a continuum of preventive, supportive and remedial services to meet the multifarious needs of individuals and families in the community through the integrated family service centre services
- To actively encourage various professionals and stakeholders of different localities to map out appropriate service strategies and work projects jointly for supporting families
- To continue assisting families with problems of child abuse and spouse battering and those affected by custody/guardianship disputes through provision of professional services by the Family and Child Protective Services Unit (Tai Po/North)
- To continue implementing and developing the Batterer Intervention Programme
- To continue implementing the Victim Support Programme for Victims of Family Violence to enhance support service to victims of family violence, in particular those undergoing the judicial process
- To continue conducting public education and programmes on consolidation of family strength with the aims to promote the messages of strengthening family, combating family violence and positive attitude towards life adversities
- To continue enhancing collaboration among the police and relevant units in handling domestic violence cases in an efficient and effective manner through the District Liaison Group on Family Violence
- To continue providing training to social workers and other professionals on handling cases with problems of child abuse, spouse battering, elder abuse, suicide and sexual violence

- To concern on the growth and development of youth and children, enhance their abilities of resilience and positive living to confront the challenge

- To launch ¡§Pilot Cyber Youth Outreaching Projects (PCYOPs)¡¨ to address the changing needs of youths, in particular at-risk youths and hidden youths, through cyber means
- To provide additional manpower for school social worker to prevent and handle the drug related problem in school
- To support the project ¡§A community-based response to suicide clusters¡¨ in North District conducted by The University of Hong Kong The Hong Kong Jockey Club Centre for Suicide Research and Prevention which included the set up of multi-disciplinary working group and research work on prevention of youth suicide
- To mobilize youth service units in the district to plan and organize relevant projects and programmes to meet the needs of young persons and encourage sharing and collaboration among youth service units
- To encourage further development of ¡§Life Education¡¨ and applications for ¡§Beat Drugs Fund¡¨ to combat youth drug abuse problem and to disseminate the message of healthy living through community programmes
- To strengthen sharing among different professionals on anti-drug work experience and strategy through multi-disciplinary meeting on combating drug abuse
- To support and meet the developmental needs of children and youth in deprived circumstances by implementing the ¡§District Support Scheme for Children and Youth Development¡¨
- To promote ¡§Child Development Fund¡¨ and to encourage disadvantaged children and youth to formulate a long term development plan, so as to maximize their future opportunities

- To address the needs of deprived groups and promote the care and support for those who have mental health problems, persons with disabilities, carers of frail elders, and low income and/or single parent families; to assist the deprived to develop their potentials and enhance their self-reliance to cultivate a mutual-help and inclusive community

- To follow up the establishment of Integrated Community Centre for Mental Wellness, so as to provide one-stop community support services for persons with mental illness or suspected mental ill or ex-mental patient, and their family members or carers
- To provide additional pre-school places so as to improve the rehabilitation services for children with disability
- To follow up the establishment of District Support Centre for Persons with Disabilities, so as to provide one-stop community support services for persons with disabilities and their families
- To equip parents and carers of people with disabilities with information on support services through information sharing and publication of Newsletter on Services for Carers so that they can grasp various service information in the community and relieve their stresses as well as emotions
- To motivate service units in the district to organize activities and to create opportunities for collaboration with a view to encouraging social integration of the abled and disabled as well as strengthening their caring network
- To provide Medical Social Work Services to patients and their family members with emotional, family, caring and relationship problems etc. arising from illness, trauma or disabilities; to promote holistic rehabilitation
- To provide additional places for community care services for elders to support ¡§Aging in the Community¡¨; to increase places of residential care homes for frail elders to improve the residential care provision for elders
- To enhance care for the frail and demented elders through provision of residential care places and day care centres
- To strengthen outreaching and support services to singleton and hidden elders provided by each District Elderly Community Centre and Neighbourhood Elderly Centre; to support the continuous implementation of ¡§Home Environment Improvement Scheme for the Elderly¡¨ to assist needy elders to improve their home environment and enhance domestic safety
- To strengthen services for the elders in rural areas through collaboration at different levels and mobilization of district resources and volunteers
- To work closely with the working groups under District Council/ Home Affairs Department for opportunities of collaboration and joint projects
- To promote ¡§Opportunities for the Elderly Project¡¨ continuously to echo the theme of this year ¡§Inter-generational Harmony Enhances Cohesion¡FElderly Participation Adds Meaning to Life¡¨ and to promote the concept of care and respect for the elderly and build a caring, harmonious and diversified society
- To support the extension of ¡§Elder Academy¡¨ in the district to encourage elderly to acquire new knowledge and skills and to promote ¡§Active Ageing¡¨
- To continue the District-based Scheme on Carer Training to strength individuals with basic elderly caring skills and a caring mindset
- To motivate and encourage service units in the district to organize different programs, seminars and workshop to care for and support carers for the elderly
- To continue the Short-term Food Assistance Service Project to assist those individuals and families in dire circumstances
- To continue the Integrated Employment Assistance Scheme to empower unemployed Comprehensive Social Security Allowance recipients aged 15-59 to seek paid employment with a goal for them to become self-reliance
