  Yuen Long District Social Welfare Office Annual Work Plan (2011 - 2012)

Theme : Healthy Community  

To promote positive messages at individual, family and community levels through cross-departmental and cross-sector collaboration, and build a caring and harmonious community.

 

      1.  Individual Level : To cultivate physical, mental and spiritual health, and enhance well-being of individuals

 

         To help young people develop a healthy life in physical, mental and spiritual aspects, and stay away from undesirable influences by encouraging their involvement in sports activities.

 

         To assist the youth to realize their potentials and talents, and develop a healthy lifestyle through the "District Support Scheme for Children and Youth Development" and the "Child Development Fund".

 

         To promote lifelong learning of elderly people, encourage them to take part in community affairs actively, and make constructive use of their expertise and valuable experience in life to further their contribution to society and build a prosperous life.

 

         To assist individuals and families in need to attain a positive attitude in life and to achieve self reliance by implementing the Employment Assistance Scheme.

 

         To organize activities for service users through Integrated Family Services Centres, Family and Child Protective Services Unit and Integrated Children and Youth Service Centres to strengthen their self-confidence and problem-solving ability.

 

         To promote a positive mindset and to assist individuals to develop their potential and strengths so that they can tackle pressure and challenges optimistically through community education.

 

      2.  Family Level : To enhance family functioning and achieve family resilience

 

        To implement Comprehensive Child Development Service, and provide support and appropriate follow up service for pregnant women, mothers, children and their family members, who are in need of service.

 

         To foster mutual help and care in the community by continuing the provision of child care services through the "Neighbourhood Support Child Care Project" and subsidy scheme to Mutual Help Child Care Centres.

 

         To promote positive psychology values that are conductive to improving relationship, acceptance and caring among family members, while raising sense of family happiness through various family life education publicity activities.

 

         To enhance family cohesion and harmony by strengthening cross-sector collaboration and the provision of parental training to parents in need.

 

         To promote positive psychology, strengthen problem-solving ability as well as family harmony, and enhance social values through interactive community / parent education, group programmes, counselling services, family visits and interactive drama, etc.

 

         To collaboratively launch the "Happy Family Kitchen" project to advocate positive psychology and foster harmonious family relationship to enhance family health, happiness and harmony.

 

         To encourage the elderly people to establish a harmonious relationship with their family, fulfill their family roles and enhance family cohesion.

 

         To continue the short-term food assistance programmes and other financial subsidy schemes to help needy individuals and families.

 

      3.  Community Level : To establish collaboration platform and promote integration

 

         To implement the "Elder Academy" programme in order to encourage cross-sector cooperation and inter-generation integrations, while encouraging elderly people to pursue knowledge, widen their social networks, foster inter-generational harmony, and promoting an inclusive learning atmosphere among the elderly people and ethnic minorities.

 

         To promote the message of care and respect for elderly people through a variety of public education and inter-generation integration programme.

 

         A cross-departmental district task group, led by District Social Welfare Officer (Yuen Long) and Clinical Stream Co-ordinator (Mental Health) of NTW cluster of Hospital Authority, will hold regular meetings to examine measures in enhancing services and support to ex-mentally ill persons, and facilitate social integration.

 

         To promote social integration of persons with disabilities and the able-bodied through community education.

 

         To encourage non-government organizations, district organizations, and religious groups to make use of social resources to offer vocational training and employment opportunities to the disabled and assist them to integrate into the community.

 

         To promote positive attitude and family harmony, extend support network, and encourage mutual help spirit through community education, with the goal of "Love Yourself, Love Your Family and You're your community" in mind.

 

         To provide training for social workers and other professionals in the district to enhance their knowledge and skills in helping families in need.

 

         To disseminate positive stories and build a healthy image for the community.

 

         To provide support to volunteers and mobilize voluntary participation in building a caring and harmonious society.

 

Conclusion

We will promote public health messages, establish a caring community, develop harmonious family relationships, and develop fulfilling social networks, with the aim to assisting individuals to build up a healthy lifestyle, achieve holistic health and actualize potential/talents.
