The Social Welfare Department has published a Casebook named 'Untying Family Knots - Casebook on Working with Welfare Families in Hong Kong'. This Casebook is a compilation of case studies documenting the learning and experience of a group of accredited clinical supervisors. It aims at promoting the concept and skills in clinical supervision and case handling for both social workers and other related mental health professionals. The Five Year Plan covers the development of various social welfare services and shows the extent to which the White Paper policy objectives relating to the various services have been achieved in 1995/96 to 1997/98. Report on Review of the Comprehensive Social Security Assistance Scheme - December 1998

An inter-departmental Steering Group chaired by the Director of Social Welfare completed at the end of 1998 a review of the operation of the CSSA Scheme with recommendations on how those on CSSA can be encouraged and helped to rejoin the workforce.
