Public Subscription Permits for General Charitable Fund-raising Activities in Public Places - Revised Eligibility Criteria and Permit Conditions |

The Social Welfare Department has recently reviewed the existing eligibility criteria and permit conditions of Public Subscription Permits for general charitable fund-raising activities in public places. One new eligibility criterion and three new permit conditions will be enforced with effect from 20 February 2012.

One new eligibility criterion relating to applicant organisations granted with only one Public Subscription Permit is added to the effect that their subsequent application(s) will not be processed until the audited report for the approved fund-raising event relating to the one Public Subscription Permit is forwarded to the Director of Social Welfare (please refer to Item B(5) of the revised Explanatory Notes on Application for Public Subscription Permit).

Three new permit conditions are added to highlight the responsibilities of all staff and fund-raisers of Permittees and the restrictions on the transfer and possession of permits (please refer to Items C(1), C(2) and C(3) of the revised Explanatory Notes on Application for Public Subscription Permit) for compliance by Permittees.

Applications received on or after 20 February 2012 will be processed according to the revised eligibility criteria. For Public Subscription Permits issued on or after 20 February 2012, Permittees are obliged to follow the revised permit conditions.

The new eligibility criterion and permit conditions are set out in the revised Explanatory Notes of the new Public Subscription Permit Application Form (MS Word Document) (PDF Document). Applicant organisations should use the new application form for submission to the Social Welfare Department with effect from 20 February 2012.

General charitable fund-raising activities cover activities such as -
charity sale of badges, tokens or similar articles;
door to door donation, especially in public housing estates;
setting up donation boxes in stationed counters;
charity ride; and
passing of offering bags.

Applications for Public Subscription Permits (PSPs) for holding general charitable fund-raising activities in public places may be submitted throughout the year. To be eligible for a PSP for organising charitable fund-raising activities in public places, the applicant should meet the eligibility criteria. |

The completed application form, together with all required documents, should reach the Social Welfare Department at the following address not less than three weeks (but not more than 2 months) before the proposed event takes place.
