Opportunities for the Elderly Project
     
Background  
 

To take forward the Government's policy objective of 'Promoting a Sense of Worthiness among the Elders', the Social Welfare Department (SWD) launched the 'Opportunities for the Elderly Project' (OEP) in 1998-1999 with funding support from the Lotteries Fund. Since April 2003, the OEP has become regularised. Through subsidising various social service organisations, district organisations, and educational institutes, etc., to carry out a wide range of programmes, the OEP has been providing various opportunities for the elderly persons to unleash their potentials, further their contribution to society and cultivate a sense of self-worthiness. In order to enhance the project continuity and intensify the service outcome, the OEP has since 2012 adopted the biennial theme and extended the duration of projects from one year to two years.

On the other hand, the Labour and Welfare Bureau and the Elderly Commission have been promoting active ageing through a series of initiatives including the “Neighbourhood Active Ageing Project” (NAAP) which was launched in 2008. With the elderly playing a leading role and through cross-sectoral collaboration, various NAAP projects mobilise different organisations and individuals interested in serving the community to develop support network at the neighbourhood level, thus promoting the message of active ageing and caring for the elderly.

For better use of resources to encourage elderly persons to actively participate in both community affairs and building an age-friendly community, the Government decided to merge the NAAP and the OEP. The merged project carrying the same title and logo as the OEP has been launched since 2016.

 

Theme  
 

The theme for 2016-2018 is “Embrace the caring neighbourhood Engage your Silver Age with vitality”. We encourage the elderly persons to participate actively in the development of neighbourhood support networks and an age-friendly community. The elderly persons may “age in place” with a caring neighbourhood and support from the society. Meanwhile, the elderly persons continue to draw on their expertise to serve society, impart wisdom and experience, and embrace their silver age through active community engagement.

School Promotion Project  - Encouraging a Sense of Worthiness among the Elders

   
Brief Description
 

The School Promotion Project – Encouraging a Sense of Worthiness among the Elders (SPP) aims at encouraging the education organisations, who have not applied for funding support from the “Opportunities for the Elderly Project”, to incorporate the message of fostering a sense of worthiness among the elders in their regular school programmes by awarding them with a Certificate of Appreciation.

The SPP will continue in the 2016-2017 school year. Programme activities should be conducted during the period from 1.9.2016 to 31.5.2017 and the education organisations should submit the completed programme reports to the Planning and Coordinating Team of the Social Welfare Department in respective districts on or before 15.6.2017.

If the programme is jointly organised with an elderly centre/ elderly home, the elderly centre/ elderly home can obtain the consent from the school to complete and submit the programme report on behalf of the education organisations in order to widen the participation channel of the SPP.
