To take forward the Government's policy objective of 'Promoting a sense of worthiness among the elders', the Social Welfare Department (SWD), with support from the Lotteries Fund, launched 'The Opportunities for the Elderly Project' (OEP) on a trial basis in 1998/99. Since April 2003, OEP has become a regular service of SWD. Through the allocation of SWD's existing funding, OEP has subsidised various social service agencies, district organisations, volunteer groups and educational agencies, etc., to carry out a wide range of programmes in order to promote a sense of worthiness among the elders and to advocate a community spirit of care for the elders.
In the past 10 years, OEP has been promoting lifelong learning and advancement among the elders, as well as encouraging them to actively take part in community affairs, make good use of their expertise and ample experience in life to further their contribution to society, and create an enjoyable and fruitful elderly life, with a view to helping them to secure a sense of worthiness. Regarding family life, we encourage the elders to establish a harmonious relationship with their family, fulfill their family roles and enhance family cohesion. Regarding community life, we have been actively promoting the messages of respecting and loving the elders, fostering inter-generational harmony, supporting the carers, as well as assisting and caring for the frail and singleton elders, and those who are living in residential care homes. |

The year of 2008 is not only the 10th anniversary of OEP, but also an Olympic year. Our theme for this year is 'Commemorating the First Decade of OEP and Showcasing the Hale-and-Heartiness of Elders', where we will review, recap and evaluate OEP's implementation in the past ten years. To tie in with the Olympic year, we will also promote the message of harmony and inclusion, as well as advise the elders to get an appropriate amount of exercise every day, with a view to keeping them in excellent physical and mental condition, and encourage the elders to participate in community affairs, acquire new knowledge, expand their social circles, remain calm and optimistic, and make use of their capabilities to contribute to the society.
