Opportunities for the Elderly Project
     
* Background  
 

To take forward the Government's policy objective of 'Promoting a sense of worthiness among the elders', the Social Welfare Department (SWD), with support from the Lotteries Fund, launched 'The Opportunities for the Elderly Project' (OEP) in 1998-1999. Since April 2003, OEP has become a regular service of SWD. Through the allocation of SWD's existing funding, OEP has subsidised various social service agencies, district organisations and educational agencies, etc., to carry out a wide range of programmes in order to promote a sense of worthiness among the elders and to advocate a community spirit of care for the elders.

In the past 10 years, OEP has been promoting lifelong learning and advancement among the elders, encouraging them to actively take part in community affairs, make good use of their expertise and ample experience in life to further their contribution to society, and lead an enjoyable and fruitful elderly life, with a view to helping them to secure a sense of worthiness. Regarding family life, we encourage the elders to establish a harmonious relationship with their family, fulfill their family roles and enhance family cohesion.  In the community, we have been actively promoting the messages of respecting and loving the elders, fostering inter-generational harmony, supporting the carers, as well as assisting and caring for the frail, singleton elders, and those living in residential care homes.

To further and sustain the effects of OEP, in addition to the continuous implementation of the existing annually-funded project (1-year project), OEP which stretches over two financial years (2-year project) will be first implemented in 2012-2014.  Different from the 1-year project, the 2-year project will invite applications within a specified period every two years and the theme of OEP will be used for two consecutive years starting from 2012-2014.

 

* Theme  
 

The theme for this year is 'Inspiring the Younger Generation with Valuable Experience in their Brilliant Old Age, Living in Harmony for the Betterment of Society'.  Senior citizens are encouraged to pass the wisdom they have accumulated through their lifetime experience on to the younger generation in their golden years of life.  With their dedication and participation, a spirit of helping others is promoted together with the rest of the community to achieve social harmony and betterment of living environment.

  School Promotion Campaign - Encouraging a Sense of Worthiness among the Elders
* Brief Description
 

Since its launching in 1998-99, the Opportunities for the Elderly Project (OEP) has received largely positive feedback from social welfare organisations, schools and district organisations.  To meet the needs of schools in the new school year, and to further encourage their participation in promoting the messages of respecting and loving the elders and a sense of worthiness among them, the Social Welfare Department (SWD) will launch a 'School Promotion Campaign - Encouraging a Sense of Worthiness among the Elders' (SPC) in the school year 2011-12.  It is a pilot campaign to be first introduced in six districts, namely, Southern District, Kwun Tong District, Sham Shui Po District, Shatin District, Tsuen Wan District and Yuen Long District, targeting at primary and secondary schools that have not applied for funding support from the OEP.  Activities under the SPC will be organised on a school basis, and must be conducted and finished within the period from 1 July 2011 to 31 May 2012.  Upon verification, schools having organised activities promoting a sense of worthiness among the elders in the school year will be awarded a Certificate of Appreciation by the SWD.
