The Senior Citizen Card provides a generally recognized proof of age to elders so as to facilitate their access to concessions, discounts or priority services offered by Government departments, public companies, private and commercial establishments. The Scheme aims at promoting a spirit of respect for the senior citizens.
 
Eligibility Criteria
Hong Kong residents aged 65 or over are eligible for the Card.
 
 













































Application Procedures

First Application

Application by mail: The application form together with a photograph and a copy of the applicant's HK Identity Card can be mailed to the Senior Citizen Card Office by the use of the pre-addressed envelope. The staff will process the application and send the card to applicant by mail within 7 working days after receiving the application (or after the date when the applicant is eligible, whichever the later date).

 

 

 

 

 

 

Apply in person: The applicant (or his relative/friend) can apply the Card in person with the required documents to the Senior Citizen Card Office when the applicant reaches the age of 65. Upon completing the application form and presenting the copy of the ID Card and the photograph, the staff will process the application.

Procedures for Handling Under-age Application: For those applicants will reach 65 years old in the coming 60 days, they may send their applications to SCCO by mail.  The application will be processed and the card will be sent to the applicant by mail on a working day before applicant's birthday or within 7 working days after receiving the application (whichever the later date).

If the applicant sends the application for more than 60 days prior to his/her age of 65, we will return the application form and the related documents to the applicant and advise him/her to send the application again when he/she reaches the age of 65.

 


Application for replacement
Application by mail: The application form together with a photograph, a copy of the applicant's HK Identity Card and the replacement payment ($22) either by cheque or cashier order can be mailed to the Senior Citizen Card Office by the use of the pre-addressed envelope. The staff will process the application and send the card to applicant by mail within 7 working days after receiving the application.
Apply in person: The applicant (or his relative/friend) may also submit their application for Senior Citizen Card in person to the Senior Citizen Card Office. Upon receiving the application form, the copy of applicant’s ID Card, his/her photograph and the replacement payment ($22) either by cash or cheque/cashier order, the staff will process the application. Applications can also be made with the replacement payment either by cash or cheque/ cashier order through the following offices. The staff of Senior Citizen Card office will process the application and send the card to applicant by mail with 7 working days after receiving the application.

Distribution of the Application Forms
The application forms and pre-addressed envelopes are available at the Senior Citizen Card Office, District Offices, and Social Security Field Units of the Social Welfare Department, Integrated Family Service Centre of each district, Public Housing Estate Offices of the Housing Department, Public Enquiry Offices of the Home Affairs Department, District Elderly Community Centre, Neighbourhood Elderly Centre and the Social Centres for the elderly.

Fee and Charges
Issue of the first Card is free. However, a nominal fee will be charged for replacement. The current fee is $22 (subject to revision). Replacement fee can be mailed to the Senior Citizen Card Office by crossed cheque/cashier order (payable to 'The Government of the Hong Kong Special Administrative Region').

Opening hours
Monday to Friday 8:45 am to 1:00 pm and 2:00 pm to 6:00 pm (1:00 pm to 2:00 pm lunch break). Closed on Saturday, Sunday and Public Holiday.

Attention: After issuing the Senior Citizen card to an applicant, Senior Citizen Card Office does not keep his/her address.  Thus, card holders don't have to inform the office for their change in address.

 

Attention: Beware of strangers pretending staff of Senior Citizen Card Office asking elders to renew Senior Citizen Card.  It has come to Senior Citizen Card Office(SCCO)'s attention that some strangers pretending to be staff of SCCO to approach elders for renewing their Senior Citizen Card.  Please be alerted that the Senior Citizen Card is valid permanently and thus renewal is not necessary.  Therefore, please neither disclose your personal information nor pay money to strangers.  In case of doubt, please call SCCO at 2961 7580 for enquiry.

Senior Citizen Card Smartphone Applications (Apps) 
  In line with the increasing popularity of smartphones and electronic reading  devices, we have launched the Senior Citizen Card (SCC) Apps, allowing service users to get access to the latest SCC concession information through their smartphones at any time and at any place. The Apps are now available on both the iPhone and Android platforms. It helps the elders as well as their family members and relatives, to select the products and services that elderly people like. Users can download the Apps for free from the iPhone App Store or the Android Market by searching for 'Senior Citizen Card'.
