All residential care homes for the elderly (RCHEs) must be licensed to legitimize their operations. The Licensing Office of Residential Care Homes for the Elderly (LORCHE) is responsible for enforcing statutory provisions under the Ordinance applicable to subvented, contract, self- financing non-profit-making and private RCHEs. Suggestions/ Complaints concerning Services of Residential Care Homes for the Elderly
The Licensing Office of Residential Care Homes of the Elderly (LORCHE) is responsible for enforcing the licensing requirements in terms of staffing, space, design, structure, safety precautions and quality of care as specified in the Residential Care Homes (Elderly Persons) Ordinance, its subsidiary Regulation and the Code of Practice. Any person who wish to make enquires, give suggestions or lodge complaints against the services of residential care homes for the elderly may contact LORCHE direct at 2961 7211 or 2834 7414 during office hours or contact the Department Hotline at 2343 2255.
