Family and Child Protective Services

Service Description
The Family and Child Protective Services Units (FCPSUs) are specialized units operated by the Social Welfare Department to assist the families with the problems of child abuse and spouse battering to restore normal functioning and to safeguard the interest of the children affected by custody/guardianship disputes and referred by the Courts.

Services for Families with Spouse Battering and Child Abuse Problems
The FCPSUs provide outreaching, investigation, early intervention, statutory protection, casework and group work services for victims, abusers and other vulnerable family members involved in child abuse and spouse battering based on their needs. Supportive services including clinical psychological services, child care services, residential child care services, residential services for abused women, family aide service etc. would also be arranged where necessary. A multi-disciplinary approach is adopted in the handling of child abuse and battered spouse cases. Multi-disciplinary case conferences on child abuse, participated by social workers, doctors, clinical psychologists, teachers, etc. are held to discuss nature of the cases and welfare plans for the abused children and their families. Besides, social workers of the FCPSUs, clinical psychologists of the Social Welfare Department and police officers of the Child Abuse Investigation Units will form Child Protection Special Investigation Team for joint investigation and video-recorded interviews for some victims of child abuse in order to reduce their trauma during the course of investigation.

The FCPSUs also launch public education programmes for the prevention of domestic violence and child abuse. Information on the FCPSUs and related publicity materials on prevention of domestic violence, including child abuse and spouse battering are listed as follows:

Services for Families with Child Custody Issues
Social workers of the FCPSUs also safeguard the interest of the children through providing social investigation, casework and group work services and practical assistance to families and children affected by custody/guardianship disputes, and international child abduction matter.

Target Group and Application Procedures

Victims of child abuse or spouse battering, abusers and their family members may approach the FCPSUs directly for assistance. They may also be referred for services by other units of the Social Welfare Department, NGOs or other government departments.

Children and their families affected by guardianship/custody disputes or international child abduction matter are referred for services by the Courts, Department of Justice, and other concerned authorities in accordance with the relevant Ordinances.
