The Jockey Club IT Scheme for People with Visual Impairment



Introduction

To help people with visual impairment (PVI) to have access to information technology (IT), the Social Welfare Department, with the auspices from the Hong Kong Jockey Club Charities Trust, has launched The Jockey Club IT Scheme for People with Visual Impairment to enhance their chance of use of IT for their fuller inclusion into the community.


Objectives

The Scheme aims to support non-governmental and not-for-profit organisations providing services / schooling to PVI and tertiary institutions to acquire advanced Chinese screen readers and Braille displays to facilitate PVI's surfing in the information world on Internet; and to subsidise individual PVI who requires the usage of high-performance IT for the purpose of studies or employment, but has genuine financial difficulty in purchase of the aids.

Items to be supported

1.            Advanced Chinese screen reader, such as Chinese JAWS or its compatible,

2.            Braille display of 40 cells, such as Focus 40 or PAC Mate or its compatible.

Beneficiary

1.           Non-government and non-profit organisations primarily providing services/ schooling to PVI;

2.           Individuals with visual impairment in financial difficulty.

Eligibility

1.          The communal service points / centres of the organisations mentioned above without the supported devices for PVI to facilitate their access to IT; and

2.           The individual PVI who domonstrate a need for the supported items for studies and / or employment purpose but their schools / employers do not provide such aids and they  themselves cannot afford such aids due to genuine financial difficulty.  Applicants have to be nominated by the designated organisations and satisfy other conditions set out by the Social Welfare Department.

Subsidized Amount

1.           For successful organisational applicants, they will be supported to have advanced Chinese screen reader (maximun $9,800 per set) and Braille display (maximum $36,000 per set).

2.           For successful individual applicants, the following subsidies will be provided for procurement of the devices:

Application Procedures

1.           SWD will send out invitations for applicants to eligible organisations and interval PVI of half-year intervals through newspaper, on SWD's homepage or by mail,

2.           Applications have to be tendered by means of the prescibed application forms mentioned below,

3.           General speaking, organisation and individual applicants will be notified of the results two months after the deadline for application.
