Support Programme for Employees with Disabilities

The policy objective of the Government in assisting persons with disabilities to attain employment is to ensure that they have equal access to participation in productive and gainful employment in the open market.  To support the employment of persons with disabilities, the Social Welfare Department (SWD) has launched the Support Programme for Employees with Disabilities (SPED) which provides employers of persons with disabilities with a one-off subsidy in respect of each employee with disabilities for procurement of assistive devices and/or workplace modifications.  SPED is to facilitate employees with disabilities in discharging their duties at the workplace and to enhance their work efficiency.

Level of Subsidy
The subsidy is basically capped at a maximum support level of $20,000 for each employee with disabilities.  A grant up to $40,000 may be considered for deserving cases for which the price of a single item of assistive device and its essential accessories being applied for has exceeded $20,000.

Scope of Support
A wide range of assistive devices and workplace modifications which cater for the special needs of employees with disabilities at the workplaces may be supported.  Examples include but are not limited to accessories or adaptive equipment for computer, optical magnifying device, hearing and assistive devices, Braille products, handrails, etc.  A Committee on the SPED has been set up to vet the applications for subsidy from SPED.

SPED Administrator
Po Leung Kuk is commissioned by SWD to serve as the SPED Administrator, which assists to administer and promote SPED, answer enquiry and provide follow-up services, prepare assessments and recommendations on the applications for the Committee’s consideration.

Eligibility
Applicants of the SPED must be employers of persons with disabilities.  They should be nominated and referred by the following referring organisations -

(a) non-government organisations (NGOs) operating SWD-subvented vocational rehabilitation services;
(b)

NGOs running training courses for persons with disabilities or persons recovering from work injuries with the funding support of the Employees Retraining Board;

(c)

the Selective Placement Division of the Labour Department;

(d) the Vocational Training Council; or
(e) the SPED Administrator (Po Leung Kuk).

Application
(a)

SWD will invite SPED applications through newspapers, on SWD homepage and by mail to the concerned organisations at quarterly intervals;

(b)

Applications have to be made by the specified application forms and submitted by mail or by hand to SWD through the referring organisations;

(c)

Employers of persons with disabilities may consult the SPED Administrator (Po Leung Kuk) for applications requiring special arrangement;

(d) The application is free of charge.

Deadline for Application
The deadline for this batch of applications is 21 July 2017.
