The Drug Dependent Persons Treatment and Rehabilitation Centres (Licensing) Ordinance is to take effect starting 1 April 2002. According to this Ordinance, all drug dependent persons treatment and rehabilitation centres (treatment centres) which come into existence and which want to commence operation on or after 1 April 2002 should be subject to regulation by the issue of licences. For treatment centres that have existed before the commencement of the Ordinance, applications for certificates of exemption or licences must be made between 1 April 2002 and 30 June 2002 inclusive to the Licensing Office of Drug Dependents Treatment Centres (LODTC) which is responsible for enforcing the Ordinance. The Ordinance is applicable to subvented, self-financing non-profit-making and private treatment centres.
The Code of Practice for Drug Dependent Persons Treatment and Rehabilitation Centres, which sets out principles, procedures or guidelines for the operation, management or other control of treatment centres, was issued by the Social Welfare Department in December 2001 after about one year of consultation. A briefing session was convened by the Department on 10 January 2002 to facilitate the relevant organisations and treatment centres to have a thorough understanding of the Licensing Scheme and its requirements. Besides, three sharing sessions with different focuses were arranged on 13 February 2004, 24 January 2007 and 27 April 2010 respectively, during which not only the experience sharing among the relevant organisations and the treatment centres was enhanced, but also professional advice from the relevant government depatments was given in order to facilitate the relevant organisations and treatment centres to comply with all the licensing requirements.
