May 2008 Invitation to Operate the First Batch of the Child Development Fund Pioneer Projects

The Social Welfare Department (SWD) is now inviting bona fide charitable organisations with a good track record on the provision of children and youth services in Hong Kong in the past 5 years to operate the first batch of the Child Development Fund pioneer projects. There will be a total of 7 pioneer projects each in the following regions/ districts - Hong Kong Island, Kowloon East, Kowloon West, New Territories East, New Territories West, Tin Shui Wai and Tung Chung.  The closing date of submission of application is 30 June 2008.

The pioneer projects aim to encourage children from a disadvantaged background to develop an asset-building habit and to accumulate financial assets as well as non-financial assets (such as right attitudes and a proper mindset, personal resilience and capacities as well as social networks) which are important assets for their future development.

SWD will hold a briefing session for interested applicant Non-governmental Organisations (NGOs) with details as below : 

Date:   11 June 2008 (Wednesday)
Time:   2:30 pm
Place:   Hall, 1/F, Henry G. Leong Yau Ma Tei Community Centre, 60 Public Square Street, Yaumatei, Kowloon.

Interested applicant NGO, which would like to send a representative to attend the briefing session, should send the briefing session return form by fax to 2152 9396 on or before 6 June 2008.

May 2008 Updating of the "Procedural Guide for Handling Child Abuse Cases (revised 2007)"

The "Procedural Guide for Handling Child Abuse Cases (revised 2007)" has been uploaded on the SWD Homepage www.swd.gov.hk and come into immediate effect since January 2008.  With the endorsement of the Committee on Child Abuse on further comments from the Department of Justice and Clinical Psychological Service of SWD, please note that updating has been made to Chapter 3 (Legal Aspects), Chapter 4 (Information Sharing and Confidentiality), Chapter 13 (Victim Management Before Court Hearing and Post Abuse Therapeutic Service) and Chapter 18 (Clinical Psychological Service).  The updated version can be download here :

May 2008 Update on the Pilot Project on Child Fatality Review

The 2-year Pilot Project on Child Fatality Review has commenced since 15 February 2008.  The Review Panel has held the first meeting in March 2008 and decided to review all death cases with children aged below 18 who died of non-natural causes on or after 1 January 2006.  The updated information of the Pilot Project can be downloaded here:

May 2008 Invitation to Operate the Neighbourhood Support Child Care Project

The Social Welfare Department is now inviting, through a Service Specification, bona fide charitable organisations with experience in providing services relating to caring of children under the age of six to implement a new Neighbourhood Support Child Care Project (NSCCP)(鄰里支援幼兒照顧計劃) a more flexible form of day child care service.  The new NSCCP aims to meet the needs of parents who are either working long, unstable and /or unconventional hours, in emergency needs, and / or for various reasons require child care assistance, but lacking support network and having financial hardship in securing alternative child care support.

May 2008 Invitation for Proposal to operate the Hotline and Outreaching Service Team

The Social Welfare Department is inviting non-governmental organizations (NGOs) to submit proposals to operate the Hotline and Outreaching Service Team.  Applicant NGO must be a bona fide non-profit making charitable institution or trust that is exempted from tax under Section 88 of the Inland Revenue Ordinance and is providing welfare services.  The deadline for submission of proposal is 5:00 pm on 6 June 2008 (Friday).  Late submission will not be considered.  The Service Specification and Annex can be downloaded here:

May 2008 Application for "The Jockey Club IT Scheme for People with Visual Impairment" and/ or "Central Fund for Personal Computers"

"The Jockey Club IT Scheme for People with Visual Impairment" (6th round) and "Central Fund for Personal Computers" (18th round) now accept applications.  The deadline for both the Scheme and Fund is 6 June 2008.

Eligible organisations, educational institutes and individual persons with visual impairment may apply for "The Jockey Club IT Scheme for People with Visual Impairment" whereas "Central Fund for Personal Computers" is for eligible persons with disabilities engaging in self-employment or supported employment service.

May 2008 Invitation for Proposals to Operate New Rehabilitation Projects (PowerPoint and Summary of Questions and Answers of the Briefing Session)

Following the invitation letter issued to NGOs (welfare) for the caption subject on 18 March 2008 and the subsequent site visits to the projects namely a Care & Attention Home for Severely Disabled Persons at Lei Muk Shue Estate, Tusen Wan and two Integrated Rehabilitation Services Centres at Lei Yue Mun Estate, Kwun Tong and A Kung Kok Shan Road, Sha Tin respectively, a briefing session was held on 28 March 2008 to answer questions on these projects.  The PowerPoint and Summary of Questions and Answers presented in the session can be accessed here:
