| Extension of Flag Selling Hours
The Social Welfare Department announces that with the endorsement of the Lotteries Fund Advisory Committee, flag sale may be conducted from 7:00 a.m. to 12:30 p.m. on the allocated flag days starting from September 2005. The new time slot will, on the one hand, give the organisations one and a half hours more on the flag days to facilitate deploying their resources to increase their street collection, and will, on the other hand, minimise additional costs or manpower implications which would have been incurred if flag sale hours were extended beyond 12:30 p.m. into the afternoon. The new arrangement has taken into account the feedback of those organisations participated in the trial extension of flag selling hours during April 2005, the views of other charitable organisations and the public reaction in general.

| Invitation for Rehabilitation Service Agencies' Nomination for Certificate in Rehabilitation Services (2005-06) In-service Certificate Training Course for Rehabilitation Personnel Working for People with Mental Handicap
To facilitate the workshop instructors, welfare workers and other staff working with people with disabilities in vocational rehabilitation as well as day and residential training settings of NGOs and SWD to acquire multi-skills and take an active role in developing the potential of people with mental handicap, the Social Welfare Department has commissioned the Division of Social Studies, City University of Hong Kong to run the above-course. The course, which is funded by Queen Elizabeth Foundation for the Mentally Handicapped, is a 160-hour part-time course and will commence on 24 September 2005. The total number of place for this year is 80. Tuition fee of $500 is to be payable by the applicant when the application is accepted. Rehabilitation service agencies are invited to nominate suitable staff for this course and the application will be closed on 22 August 2005. | The Central Fund for Personal Computers (for people with disabilities engaged in supported employment/open employment or self-employed)
Background The Central Fund for Personal Computers was set up in 1997. The objective of the Fund is to assist people with disabilities to acquire computer facilities for employment purpose. People with disabilities receiving rehabilitation services from the Social Welfare Department, subvented non-governmental rehabilitation organizations Selective Placement Division of the Labour Department and having got nominations from their organizations are eligible to apply. Guidance and follow-up services will be provided by the nominating organizations. Application procedures Applicants can mail the completed Application Form and Business Plan (only Chinese version is available) (in duplication) to the Rehabilitation and Medical Social Services Branch of Social Welfare Department at 9/F., 213 Queen・s Road East, Wu Chung House, Wan Chai, Hong Kong or through their nominating organizations to tender their applications. The Fund will inform the nominating organizations and applicants in writing of the result of their applications. Deadline for application: 12 August 2005. Next round of applications will be announced separately. | Task Group on Implementation of Integrated Family Service Centres
The Task Group on Implementation of Integrated Family Service Centres (Task Group), comprising representatives from all the nine NGOs operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 13 District Social Welfare Offices of SWD and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs. Eleven Task Group meetings have been held between May 2004 to June 2005. The notes of the first and second meetings can be retrieved under the month Sept 2004, the third meeting under the month Oct 2004, the fourth meeting under the month Nov 2004, the fifth meeting under the month of Dec 2004, the sixth meeting under the month of Jan 2005, the seventh meeting under the month of Mar 2005, the eighth meeting under the month of Apr 2005 and the ninth meeting under the month of Jun 2005. | Third Batch of Intensive Employment Assistance Projects (IEAPs)
The Social Welfare Department (SWD) has secured funding from the Hong Kong Jockey Club Charities Trust (HKJCCT) and the Lotteries Fund to commission non-governmental organisations (NGOs) running 105 IEAPs in a four-year period from October 2003 to September 2007 with an aim to provide tailor-made employment assistance services to help employable Comprehensive Social Security Assistance (CSSA) recipients and .near-CSSA・ recipients secure gainful employment as early as possible so that they can move towards self-reliance. In response to our calling for application for the third batch of IEAPs in April 2005, and we are pleased to have received 74 proposals from 40 NGOs. The Project Vetting Committee, comprising representatives from SWD, the Labour Department and HKJCCT, had selected 35 projects to be implemented in 11 SWD Districts. | Review Report on the Implementation of Recommendations of the Review Panel on Family Services in Tin Shui Wai
The Social Welfare Department announced that the Review Report on the Implementation of Recommendations of the Review Panel on Family Services in Tin Shui Wai was completed. As noted in the Report, most of the Review Panel・s recommendations have been followed-up. SWD will continue to make effort to work on improvement measures to support families and tackle the problem of domestic violence and child abuse. You may download the report here.
