| Briefing Session on the Management Measures towards Avian Flu
The Alert Response Level of Influenza Pandemic has been activated in Hong Kong. To assist all RCHEs in well-preparing for the possible activation of Serious Response Level or Emergency Response Level of Influenza Pandemic, our Department solicited the assistance from Department of Health (DH) and Hospital Authority (HA) to hold the Briefing Session on the Management Measures towards Avian Flu for all private residential care homes for the elderly (RCHEs) on 30.5.2006 (p.m.). The purpose of the briefing session was to share with the RCHE sector about the preparedness plans of the Centre for Health Protection (CHP) and HA once human case(s) of Avian Flu is confirmed and the higher level response is generated. The briefing also helped the RCHE sector understand the prevention and control work rendered by the Visiting Health Team of DH for RCHEs and draw up their own contingency measures pertinent to their setting.

| Invitation for Proposals to Operate New Integrated Rehabilitation Projects
The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 7 June 2006 to the NGOs (welfare) for their tendering of quality proposal for the operation of the following new rehabilitation project:
- the Integrated Rehabilitation Services Centre (IRSC) at Mei Tin Estate, Sha Tin.
Site visits and a briefing session will be held with schedules as follows:
- 14 June 2006, 9:30 a.m. to 11:00 a.m. -
site visit to the new IRSC at Mei Tin Estate; and
- 14 June 2006, 11:30 a.m. to 12:30 p.m. -
a briefing session of the project at BGCA Tai Wai ICYSC, G/F, Mei Yeung House, Mei Lam Estate, Sha Tin.
Service proposal of no more than 60 pages (A4 with font size at 13 and in 6 hard copies and 1 soft copy), should be sent on or before 5 July 2006 (Wednesday), 5:00 p.m. to the following address:

| The Central Fund for Personal Computers (For people with disabilities engaging in supported employment or self-employment)
Introduction To support people with disabilities (PWD) to integrate into society,the Social Welfare Department (SWD) encourages them to engage in supported employment or open employment. However, some PWD are confined to their homes due to physical disabilities or other reasons, affecting their opportunities to obtain supported employment or open employment. For the above reasons, the SWD set up the Central Fund for Personal Computers in 1997 to assist PWD in acquiring personal computers for supported employment or self-employment at home. Information about the Central Fund for Personal Computers Application procedures Applicants have to file their applications through the rehabilitation service organizations or Selective Placement Division of the Labour Department. Applicants can mail the completed Application Form (in duplicate) to the Rehabilitation and Medical Social Services Branch of Social Welfare Department at Room 901, 9/F., Wu Chung House, 213 Queen's Road East, Wan Chai, Hong Kong or through their nominating organizations to tender their applications. The nominating organizations and applicants will be informed in writing of the result of their applications. Deadline for this batch of application : 2 June 2006. | Task Group on Implementation of Integrated Family Service Centres
The Task Group on Implementation of Integrated Family Service Centres (IFSCs) (Task Group), comprising representatives from all the nine Non-governmental Organizations (NGOs) operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 12 District Social Welfare Offices of Social Welfare Department (SWD) and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs. | Enrolled Nurse (General) / Enrolled Nurse (Psychiatric) Training Programme for the Welfare Sector
To meet the demand for Enrolled Nurses (General) and Enrolled Nurses (Psychiatric) in the welfare sector, the Social Welfare Department organises a two-year full-time welfare-oriented Enrolled Nurse (General) / Enrolled Nurse (Psychiatric) Training Programme, and the Hospital Authority is commissioned to provide the training. | Extension of Flag Selling Hours
The Social Welfare Department announces that with the endorsement of the Lotteries Fund Advisory Committee, flag sale may be conducted from 7:00 a.m. to 12:30 p.m. on the allocated flag days starting from September 2005. The new time slot will, on the one hand, give the organisations one and a half hours more on the flag days to facilitate deploying their resources to increase their street collection, and will, on the other hand, minimise additional costs or manpower implications which would have been incurred if flag sale hours were extended beyond 12:30 p.m. into the afternoon. The new arrangement has taken into account the feedback of those organisations participated in the trial extension of flag selling hours during April 2005, the views of other charitable organisations and the public reaction in general.

| The New Dawn Intensive Employment Assistance Projects (ND IEAPs)
The Social Welfare Department (SWD) has secured funding from the Lotteries Fund to commission non-government organisations (NGOs) to run 20 ND IEAPs from April 2006 to September 2007. The ND IEAPs aim at providing a package of intensive employment assistance services including basic skills and skills upgrading training to help Comprehensive Social Security Assistance single parent and child carer recipients with no or limited work experience build up capacities for self-help, integrate into the community through engagement in work and move towards self-reliance.
In response to our invitation for application for funding support to ND IEAPs late in 2005, a total of 55 proposals from 33 NGOs were received. The ND IEAPs Vetting Committee has now selected 20 projects to be implemented in 10 SWD Districts.

| Pilot Projects of Batterer Intervention Programme
In order to develop a systematic and localized group intervention model to meet the needs of batterers of domestic violence, two pilot projects of Batterer Intervention Programme developed by the Hong Kong Family Welfare Society and Social Welfare Department have been launched in March. These two projects will be completed by March of 2008.

| Health Worker Training Course (April 2006 Revision)
The Health Worker Training Course (April 2006 Revision) is issued by the Licensing Office of Residential Care Homes for the Elderly (LORCHE). A briefing session was held on 24 January 2006 to introduce the gist of the revision and the details of implementation to 16 training institutes, which have been approved by the Director of Social Welfare to organize the Health Worker Training Course (May 1999 Revision).
The Power Point (Chinese version only) presented in the briefing session is now uploaded for reference by the training institutes and sector of residential care home for the elderly.
