| Task Group on Implementation of Integrated Family Service Centres
The Task Group on Implementation of Integrated Family Service Centres (Task Group), comprising representatives from all the nine NGOs operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 13 District Social Welfare Offices of SWD and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs. Ten Task Group meetings have been held between May 2004 to May 2005. The notes of the first and second meetings can be retrieved under the month Sept 2004, the third meeting under the month Oct 2004, the fourth meeting under the month Nov 2004, the fifth meeting under the month of Dec 2004, the sixth meeting under the month of Jan 2005, the seventh meeting under the month of Mar 2005 and the eighth meeting under the month of April 2005. The Rehabilitation and Medical Social Services Branches has issued an invitation letter dated 8 June 2005 to the NGOs operating rehabilitation services and invited them to submit proposals on community-based support projects for PWDs and their families.
Service proposal of no more than 25 pages (A4 with font size at 12 and in 5 hard copies and 1 soft copy), should be sent on or before 11 July 2005, 5:00p.m. to the following address :

| The Third Batch of Intensive Employment Assistance Projects (IEAPs) - Five Additional Projects
Following the briefing session on the Third Batch of Intensive Employment Assistance Projects held on 14 April 2005, the Department has obtained Funder's endorsement to support five additional IEAPs to be launched during the period from October 2005 to September 2007. Taking into account of the fast growing number of unemployed persons in (1)Yuen Long, (2)Wong Tai Sin/Sai Kung, (3)Tsuen Wan/Kwai Tsing, (4)Kwun Tong and (5)Sham Shui Po, one project will be allocated in each of these districts to serve the vulnerable groups on top of the pledged 30 projects. | Hong Kong Invitational Mural Design Competition on "Strengthening Families and Combating Violence"
The responses from the public are encouraging and we have received a total of 117 applications. Upon careful consideration of all applications, a total of 56 groups/organizations (including primary, secondary schools, rehabilitation unit, hospital, commercial company, family groups, NGOs including family service units, residential service units, ethnic minority group, elderly centre and youth centre ) have been invited to design 40 pieces of mural paintings. | The Third Batch of Intensive Employment Assistance Projects (IEAPs)
The Department is now calling for applications for project proposals for a 2-year funding from October 2005 to September 2007 to support tailor-made Intensive Employment Assistance Projects to assist employable Comprehensive Social Security Assistance (CSSA) recipients and those !Anear-CSSA!t customers from the socially disadvantaged groups to secure and sustain paid employment.
As funded jointly by the Lotteries Fund and the Hong Kong Jockey Club Charities Trust, IEAPs are to be launched by NGOs in a 4-year period from October 2003 to September 2007.
Interested applicants are invited to attend a briefing session to be held on 14.4.2005 to understand more about the third batch of IEAPs before sending in their proposals. The closing date for submission of applications will be on 7 Jun 2005 (on or before 12:00 noon).

| The Reference Guide on Best Practices for Charitable Fund-raising Activities
The Government announces the promulgation of the Reference Guide on Best Practices for Charitable Fund-raising Activities for reference of the general public and voluntary compliance of charitable organisations. Members of the public may download the Reference Guide here. (Reference Guide) (Leaflet)
The Reference Guide is drawn up after due consultation to enhance transparency and public accountability of charitable fund-raising activities. The best practices of the Reference Guide cover areas on donors' rights, fund-raising practices and financial accountability. The public may make use of the Reference Guide to measure against the practice of a charity in fund-raising.
The Social Welfare Department now appeals to charitable organisations for adopting the Reference Guide on a voluntary basis. Charities, donors and general public are also invited to send their views and comments on this new arrangement to SWD. A review will be conducted in a year after the promulgation of the Reference Guide to ascertain its progress and effectiveness.

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 29 March 2005 to the NGOs (welfare) for their tendering of quality proposal for the operation of either one of the two new rehabilitation projects, namely:

the Integrated Rehabilitation Services Centre (IRSC) at Tin Yan Estate, Tin Shui Wai; and |
| ii) |
the IRSC at Sheung Tak Estate, Tseung Kwan O. |
Site visits and a briefing session will be held with schedules as follows:

4 April 2005, 3:00 p.m. to 4:30 p.m. - site visit to the new IRSC at Tin Yan Estate; |

6 April 2005, 9:30 a.m. to 11:00 a.m. - site visit to the new IRSC at Sheung Tak Estate; and |

| "Enhancing Employment of People with Disabilities through Small Enterprise" Project
The objective of the Project is to enhance the employment of people with disabilities through market-driven approach and direct creation of more work opportunities for people with disabilities. Through the grant of seed money to non-governmental organizations, the Project supports the creation of small enterprises/businesses to ensure people with disabilities can enjoy genuine employment in a carefully planned and sympathetic working environment.
We invite bona-fide charitable non-governmental organizations recognized under Inland Revenue Ordinance (Cap. 112) Section 88 which have their own distinct legal entities authorized to carry out business activities in Hong Kong to apply for the grants from the Project.

| Talk on Prevention, Investigation and Control of Viral Gastroenteritis and Influenza
The Social Welfare Department held a talk on prevention, investigation and control of viral gastroenteritis and influenza on 12. 10. 2004 for the staff of residential care service units (elderly homes not included). A representative from the Department of Health was invited to give a presentation on symptoms of infection, modes of transmission, preventive measures, investigation and control of the two infectious diseases. | The Central Fund for Personal Computers (for people with disabilities engaged in supported employment/open employment or self-employed)
Background The Central Fund for Personal Computers was set up in 1997. The objective of the Fund is to assist people with disabilities to acquire computer facilities for employment purpose. People with disabilities receiving rehabilitation services from the Social Welfare Department, subvented non-governmental rehabilitation organizations Selective Placement Division of the Labour Department and having got nominations from their organizations are eligible to apply. Guidance and follow-up services will be provided by the nominating organizations. Application procedures Applicants can mail the completed Application Form and Business Plan (only Chinese version is available) (in duplication) to the Rehabilitation and Medical Social Services Branch of Social Welfare Department at 9/F., 213 Queenˇ¦s Road East, Wu Chung House, Wan Chai, Hong Kong or through their nominating organizations to tender their applications. The Fund will inform the nominating organizations and applicants in writing of the result of their applications. Deadline for application: 12 August 2005. Next round of applications will be announced separately.
