Sep 2004 Second Batch of Intensive Employment Assistance Projects

The Social Welfare Department (SWD) has secured funding from the Lotteries Fund and the Hong Kong Jockey Club Charities Trust (HKJCCT) to commission non-governmental organizations (NGOs) running 100 IEAPs in a four-year period from October 2003 to September 2007 with an aim to provide tailor-made employment assistance services to help employable Comprehensive Social Security Assistance (CSSA) recipients and .near-CSSA・ recipients secure gainful employment as early as possible so that they can move towards self-reliance.

In June 2004, SWD invited NGOs to send in proposals for the second batch of IEAPs and we are pleased to have received 74 proposals from 39 NGOs. The Project Vetting Committee, comprising the Deputy Director of SWD as the chairperson and members from the other Government Department and the HKJCCT, had selected 30 projects to be launched in 11 SWD Districts from October 2004 to September 2007.

During the three-year implementation period, each IEAP Operating Agency will provide at least 100 participants per year with tailor-made employment assistance such as workshops, employment counselling, job matching and post-placement support services to help enhance their employability and ability to sustain employment. To help prevent .near-CSSA・ recipients from falling into the CSSA net, Operating Agencies will also provide temporary financial aid to needy participants to tide them over temporary financial hardship and meet short-term basic needs in addition to assisting them to find employment.

Sep 2004 Mural Competition

The Working Group on "Publicity Campaign on Strengthening Families and Combating Violence" has launched a territory-wide Mural Competition starting from mid-August 2004 . It is hoped that the public awareness on Strengthening Families and Combating Violence could be enhanced through the creation of Mural painting. The closing date of application will be 24 September 2004. For details of the competition, please refer to the leaflet/application. Sep 2004 With effect from 16 August 2004, residential respite care service for disabled adults was expanded to 174 places in 83 subvented residential care home for the disabled.

Sep 2004 Adjustment of Standard Rates for Non-able-bodied Recipients under the Comprehensive Social Security Assistance (CSSA) Scheme

Last year, the Government obtained the approval of the Legislative Council to adjust the CSSA standard rates for non-able-bodied recipients (i.e. persons who are old, disabled and medically certified to be in ill-health) in two phases over two years. The first phase adjustment was implemented on 1 October 2003. The second phase adjustment will take effect from 1 October 2004.

The revised standard rates effective from 1 October 2004 are provided in the leaflet below :

Sep 2004 The Central Fund for Personal Computers (for people with disabilities engaged in supported employment/open employment or self-employed)

  • Background

    The Central Fund for Personal Computers was set up in 1997. The objective of the Fund is to assist people with disabilities to acquire computer facilities for employment purpose. People with disabilities receiving rehabilitation services from the Social Welfare Department, subvented non-governmental rehabilitation organizations Selective Placement Division of the Labour Department and having got nominations from their organizations are eligible to apply. Guidance and follow-up services will be provided by the nominating organizations.

  • Application procedures

    Applicants can mail the completed Application Form and Business Plan PDF Acrobat DocumentMS-Word MS Word Document (only Chinese version is available) (in duplication) to the Rehabilitation and Medical Social Services Branch of Social Welfare Department at 9/F., 213 Queen・s Road East, Wu Chung House, Wan Chai, Hong Kong or through their nominating organizations to tender their applications. The Fund will inform the nominating organizations and applicants in writing of the result of their applications.


    Deadline for application : 15 October 2004. Next round of applications will be announced separately.     Sep 2004 Task Group on Implementation of Integrated Family Service Centres

    The Task Group on Implementation of Integrated Family Service Centres (Task Group), comprising representatives from all the nine NGOs operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 13 District Social Welfare Offices of SWD and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs. Three Task Group meetings have been held on 28 May 2004, 30 June 2004 and 9 August 2004 respectively. You may download here the notes of the first and second meeting.
