1. Formulation of strategy through cross-sector participation |

To tackle welfare issues of local concerns (such as hidden elders, children left unattended at home and street sleepers) through multi-dimensional analysis and intervention ; |

To formulate district strategy through the multi-level communication in the existing cross-sector co-ordination mechanisms (such as the District Strategic Co-ordination Committee on Welfare Services and District Liaison Group on Family Violence) ; |

To further extend our welfare service to the needy by enhancing collaboration with local organizations and among service units of different programme areas ; and |

1.4 |
To encourage innovative ideas and support tailor-made programmes for special needs of the community by flexible allocation of the district funding.

2. Community care through strengthening of families |

2.1 |
To strengthen neighbourhood and family support network in targetted sub-areas with mainstream service units as the key players; |

2.2 |
To encourage interested organizations to set up more self-financing neighbourhood centres (increase from 7 centres to 8 centres) to work jointly with mainstream services in providing preventive, supportive and remedial services ; |

To further extend the ' Pilot Neighbourhood Active Ageing Project ' to reach the ' disengaged ' elders and needy elders in the community ; and |

2.4 |
To extend ' Trial Scheme on Carer Training ' to more local organizations with a view to extensively increase the number of carers for the elderly and enhance the service quality of volunteers in the local community. |

3. Promoting positive living through development of potentials |

3.1 |
To encourage the elderly to develop their potentials in arts and sports by continuous promotion of Opportunities for the Elderly Project and ; |
|
3.2 |
To provide more opportunities for children and youth under disadvantaged circumstances to develop their potentials through the District Support Scheme for Children and Youth Development ; |
|
3.3 |
To widen the social integration opportunities of the disabled by facilitating their exchange and interaction with people of different age groups ; and |
|
3.4 |
To enhance coordination of local volunteer service in the district and promote volunteer service of different natures as well as long-term volunteer service. |
