Building a caring community by enhancing individual capacity and neighbourhood support network.

District Objectives and Strategies
Objectives Strategies
1. To provide support for families and carers in-need with a view to strengthening family functioning so as to address the needs of family members in a timely, appropriate manner and foster harmonious family relationship

1.1   To strengthen day foster care services and to promote various types and more  flexible child care services; 

 

1.2   To strengthen publicity campaign and public education relating to prevention of domestic violence; 

 

1.3   To enhance the training of social workers and relevant frontline professionals on the management of domestic violence case; 

 

1.4   To continue to conduct the pilot Batterer Intervention Programme; 

 

1.5   To continue to implement Family Support Programme in Integrated Family Service Centres (IFSCs) and Family and Child Protective Services Unit; 

 

1.6   To continue to run the Comprehensive Child Development Service (aged 0 to 5); and

 

1.7   To continue to promote collaboration among service units within the services boundary of individual IFSCs.

 

2. To support and help develop the potentials of individuals from disadvantaged circumstances, particularly elderly people who are frail or living alone, low-income families, single-parent families, new arrivals and people from ethnic minority groups with a view to promoting self-reliance and enhancing their community participation

2.1   To implement one of the Child Development Fund Pioneer Projects; 

 

2.2   To coordinate non-governmental organizations (NGOs), local bodies and schools in the district to provide a more flexible after-school care programme; 

 

2.3   To collaborate with Leisure and Cultural Services Department to strengthen the cultural and recreational activities to the underprivileged children;   

 

2.4   To collaborate with non-governmental organizations to provide 3000 three-year jobs for young people;   

 

2.5   To strengthen youth outreaching service to prevent the marginal youth from  going astray; 

 

2.6   To continue to implement the District Support Scheme for Children and Youth Development;  

 

2.7   To strengthen the counselling and referral services for the elderly by increasing the staffing of District Elderly Community Centres (DECCs); 

 

2.8   To continue to mobilize DECCs and other elderly service units in implementing the community support services;  

 

2.9   To coordinate elderly service units in the district to help elderly people who lack financial means and family support to improve their home environment;  

 

2.10   To continue to implement the Opportunities for the Elderly Project; 

 

2.11   To establish a district-based  community support centre to provide one-stop community support services for the people with disabilities as well as their family members;  

 

2.12   To continue to implement the Community Mental Health Intervention  Project;  

 

2.13   To continue to implement the Enhanced New Dawn Project; and 

 

2.14   To continue to collaborate with working groups under the District Council in developing and taking forward support services for people from disadvantaged circumstances.

 

3. To promote cross-sector, multi- disciplinary and cross-service collaboration with a view to advancing mutual help among neighbours and sustaining the development of community support network so as to enhance support for individuals and families in-need

3.1   To encourage the non-governmental organizations to provide anti-drug education to schools;  

 

3.2   To consolidate collaboration between welfare service units and Estate Management Advisory Committees / Mutual Aid Committees / Incorporated Owners of private residential buildings; 

 

3.3   To continue to assist families and individuals affected by the clearance of So Uk Estate; 

 

3.4   To continue to promote volunteerism among individuals and organizations in the district; 

 

3.5   To continue to encourage religious groups and other local bodies to run mentorship programmes; 

 

3.6   To continue to promote the interfacing meeting and collaboration between elderly and medical service units; 

 

3.7   To continue to implement the Sham Shui Po District Service Quality Group for Residential Care Homes for the Elderly; 

 

3.8   To promote the collaboration between Integrated Children and Youth Services Centre and the police in implementing the 'Mentorship Scheme for the Youth';  

 

3.9   To continue to promote the family harmony, respecting and caring for elderly people, integration of people with disabilities, awareness of mental health, caring community, and so on through public education programmes, family life education programmes and other district activities; 

 

3.10   To promote collaboration between non-government organizations and local bodies through developing related networks; and

 

3.11    To organize Sham Shui Po Service Expo to promote the information on social services.
