'Promote Collaboration and Development & Build Up a Harmonious Community'

Objectives

Strategies

(1)   To build up a close social network for the needy and the disadvantaged

(a)   To enhance cross-sectoral and cross-professional collaboration and communication through the Tai Po and North District Welfare Council (District Welfare Coordination Mechanism).

(b)  To plan and implement collaborative projects through the 5 District Coordinating Committee(s) and Local Committee.

(c)   To have evidence base and need assessment for setting direction for actions.

 

(2)   To strengthen support for families

(a)   To continue provide integrated family services to meet the changing needs of families.

(b)  To enhance cooperation among different professionals and stakeholders of different localities in formulating appropriate service strategies and work projects for supporting families.

(c)   To continue enhance the training of relevant front-line professionals such that comprehensive and effective services can be rendered to families in need.

(d)   To continue develop services for men with the aim to enhance their role and family participation.

(e) To continue promote and provide various types of day child care services that offer greater flexibility to meet the needs of families.

 

(3)   To prevent and combat domestic violence

(a)   To assist the families with problems of child abuse, and spouse battering and those affected by custody/guardianship disputes through professional services provided by the Family and Child Protective Services Unit (Tai Po/North).

(b)  To continue strengthen inter-disciplinary collaboration in conducting public educational programmes on family cohesion with the aims to promote the messages of combating domestic violence, neighborhood watch and prevention of child neglect through the District Coordinating Committee on Family and Child Welfare Services.

(c)   To continue enhance collaboration among the police and relevant units on handling domestic violence cases in an efficient and effective manner through the District Liaison Group on Family Violence.

(d)   To continue provide training to social workers and other professionals on handling cases with problems of child abuse, spouse battering, elder abuse, suicide and sexual violence.

 

(4)     To support and promote the growth and development of youth and children; to enhance their abilities of resilience and self-confidence, to combat drug abuse problem, and to enhance young persons’ employability

 

(a)   To mobilize youth service units in the district to plan and organize relevant projects and programmes relevant to the needs of young persons and encourage sharing and collaboration among youth service units through Tai Po & North District Local Committee on Services for Young People.

(b)  To launch public education on mental health and provide assessment and counseling to young persons with early signs of mental health problems through the Community Support Project for Child & Adolescent with Mental Health Problems (New Territories East Team).

(c) To support and meet the developmental need of children and youth in deprived circumstances by launching the District Support Scheme for Children and Youth Development.

(d)  To encourage further development of 'Life Education', promoting messages of living a healthy and balanced life as well as combating drug abuse through organizing seminars, workshops for parents and young persons.

(e) To enhance young persons’ employability through training schemes such as Youth Pre-employment Training Programme (YPTP), Youth Work Experience and Training Scheme (YWET) and My Step – Ready, Get, Set ,Go.

 

(5)     To strengthen community support services for elders, to prevent elder abuse and to render care and support for the carers

 

 

(a)   To strengthen services to the elders in rural areas through collaboration at different levels and mobilization of district resources and volunteers.

(b)   To work closely with tasks groups under District Council/ Home Affairs Department to set the working directions and to explore for collaborative projects.

(c)   To recommend programmes on Opportunities for the Elderly Project continuously to promote the themes on elderly healthy lifestyle leading a high-quality of living, and developing elders’ potentials.

(d)   To strengthen the outreaching and support services to singleton and hidden elders provided by each District Elderly Community Centre (DECC) and Neighbourhood Elderly Centre (NEC) to enrich their social network and life.

(e)   To form District-based Elder Academy for the elderly to acquire new knowledge and skills and to promote 'Active Ageing'. through learning.

(f) To motivate and encourage service units in the district to care and support the carers as well as to publicize and educate the public on prevention of elderly abuse.

 

(6)    To promote mental health and address the needs of the disabled, to promote social integration of the disabled in the community as well as to support the carers.

 

(a)   To provide specialized social work intervention under Community Mental Health Intervention project for persons aged 15 or above in the community with suspected mental health problems and / or their family members.

(b)  To motivate service units in the district to organize activities and to create opportunities for collaboration with the view to encourage the social integration of the disabled as well as strengthen their caring network.

(c) To equip the carers with information on support services through information sharing and publication of Newsletter on Services for Carers.

 

(7)    To foster cohesiveness of the community so as to enhance social capital

(a)   To develop platforms for collaboration and to enhance cross-sectoral, cross-professional and tri-partite collaboration.

(b)  To promote the use of Community Investment and Inclusion Fund (CIIF) and Partnership Fund for the Disadvantaged (PFD) and to give support to other funded projects.

(c)   To promote volunteer service for fostering the spirit of mutual help in the neighbourhood and to build up in the community with more social capital.

 

(8)    To provide direct quality services

(a)   To encourage and support service units and staff of SWD and NGOs.

(b)  To facilitate stakeholders and concerned parties in the district to attain better co-ordination and collaboration as well as to respond promptly to the district needs.

 

(9)    To strengthen the coordination of social service provision for residents of Ching Ho Estate

(a)   To give views on services, programmes and activities for needy residents of Ching Ho Estate through the Ching Ho Estate Social Service Liaison Group.

(b)  To update the information and resources of social services in the community through publication of Newsletter for Ching Ho Residents.

(c) To set up working group with Police, Housing Department and concerned social service units to organize social service day, door-to-door visit for residents to promote family cohesion on combating domestic violence and enhance awareness on drug abuse problem.
