District Welfare Plan of Tsuen Wan/Kwai Tsing District for the year 2008/09

 

“Hand-in-hand we show our strength, and bring effectiveness to Tsuen Kwai Tsing” is the theme for this year’s work.

 

1.  Introduction

1.1    Harmonious Families and Caring Neighbourhood

 

1.1.1

To implement a series of community education and publicity activities to promote the spirit of preserving and strengthening the family as a unit, developing caring interpersonal relationships and promoting mutual support in the neighbourhood.

 

1.1.2

To implement a series of Family Support activities with the focus on establishing support network for vulnerable families by mobilising volunteers in the district.  To organise a series of educational/promotional activities to tackle specific family problems such as cross-cultural marriage, etc.

 

1.1.3

To implement a project named “Parent-Child Link” for needy parents (whose children had been cautioned by the police for minor offences) to enrich their parenting skills and engage them to suitable social services

 

1.2    Developing Potential and Growing Healthily

 

1.2.1

Tsuen Wan and Kwai Tsing Local Committee on Services for Youth People shows concern to the youth-at-risk, including young night drifters, and will join the Tsuen Wan and Kwai Tsing Fight Crime Committee to organise two service projects namely the Starry Night and the Moonlight Project.  The projects aimed at engaging the youth at-risk in constructive activities organised by social workers and facilitating intervention of social workers.  The project is jointly organised by the Tsuen Wan Fight Crime Committee, Kwai Tsing Fight Crime Committee, LCSD, HKP and concerned NGO service units in the district.  The service projects will also provide pre-employment skills training.

 

1.2.2

Tsuen Wan and Kwai Tsing Local Committee on Services for Youth People will continue to organize a community-based service project, namely Heart Bridge Action, to promote life education in the community, so as to reduce self-harming among youth.  Youth volunteers will be mobilized to provide service to various target groups.

 

1.2.3

To organize a series of training and counselling groups for the non-engaged youth to help them to plan for their future.

 

1.2.4

To implement the District Support Scheme for Children and Youth Development to meet the developmental needs of children and youth in deprived circumstances which cannot be satisfied by their families and / or the mainstream educations.

 

1.3 Elderly Services

 

1.3.1

To strengthen family and prevent elder abuse in the district by launching “Say No to Elder Abuse 2008”in the district, using a series of community education and prevention programme to raise public concern and awareness on elder abuse so as to prevent its occurrence in the district.

 

1.3.2

To early identify needy elders and strengthen care support to elders and their carers – the district stakeholders will launch the

 

(1)  “Searching for Hidden Elders Project” – a series of community programmes to identify hidden elders and strengthen community support; and

 

(2)  “Support for Elders and Carers” Project – a series of community education programmes to equip and support elders and their carers with knowledge on healthy ageing.

 

1.3.3

To continue promoting active and healthy ageing through OEP 08/09 in the district.

 

 

1.4 Rehabilitation Services

 

1.4.1

To strengthen resilience and endurance of Tsuen Wan and Kwai Tsing District to face life challenges by promoting mental health and advocating positive values of life.  A series of mental health promotional and educational programmes will be organized in the district for early identification and prevention of mental problems.

 

1.4.2

To generate an understanding and accepting community and to eliminate social barrier between persons with and without disabilities by mobilizing cooperation with cross services to organize district programmes.  Using the spirit of Olympic Games and promoting sport activities as means to develop potential of disabled and promote “the integration of the people with disabilities into the community”.

 

 

 

1.5 Promotion of Volunteer Services

 

1.5.1

To launch the 9th Tsuen Wan and Kwai Tsing Volunteer University – Volunteer Training Program in the district.  The programme lasts for 8 months aiming to train up volunteers and volunteer leaders for better self-confidence, communication / leadership skills, knowledge and skills in serving different service targets, and most importantly, the sense and commitment to respond to the needs of the community in the long run.  Around 200 volunteers and volunteer leaders will be trained through the programme.

 

1.5.2

To conduct a volunteer award presentation ceremony to award volunteers.

 

1.5.3

To coordinate and provide regular volunteer services including hygiene education, tuition service, etc., to the deprived families living in rural areas in the district.

 

1.5.4

To sustain volunteers’ motivation and commitment in volunteer services through wide ranged distribution of volunteer newsletters / volunteer services opportunity matching information, and conducting volunteer nights.

 

2.     Services Promotion and Service Quality Enhancement

 

2.1

To enhance the communications with government departments, district councils, non-governmental organisations, the representatives of our Department will attend Meetings of District Management Committees, District Councils, Area Committees, Local Organisations and Non-governmental Organisations to collect views, explain and promote welfare policies.

 

2.2

To provide a platform to promote the cooperation and collaboration of different services units (e.g. Integrated Family Services Centres, Integrated Children and Youth Services, District Elderly Community Centre) within a local area to enhance quality service delivery.
