'Promoting Family Harmony and Mutual Support in a Caring and Healthy Community by Consolidating District-Based Partnerships and Collaborations'

 Objectives

 Strategies

 1.

Developing a Caring Community in a Healthy Environment : 

 

Integrate health and caring elements into welfare services 

 

Enhance the community's awareness of health in both physical, psychological and mental dimensions  

 

Promote mutual care and love
To support and implement a variety of programmes and projects so as to help developing a caring and healthy community

(i) To cooperate with Sai Kung District Council (SKDC) by organizing a package  of programmes in  community health and harmony under ' Sai Kung Healthy and Safe City '

(ii) To cooperate with Wong Tai Sin District Council (WTSDC) by implementing a series of cross DCCs/ LCs programmes on mental health and family harmony

(iii)   To conduct 1 joint programme with NGOs, medical sector and local organizations on mental health

 

 2. Enhancing Family Harmony and Integration by Strengthening Community Support :

  

Promote cross- service and cross- sectoral collaborations 

 

Enhance community network 

 

Fight against domestic violence by promoting support and harmony in families

(i) To strengthen services delivery of the 7 Integrated Family Service Centres (IFSCs) in the district

(ii) To implement Family Support Programme

(iii)   To further enhance cross-services coordination and networking in the community

(i) To operate the new one-stop integrated family service mode in full strength for the needy families

(ii) To implement Family Support Programme in Medical Social Service Unit /East Kowloon Psychiatric Centre  and IFSCs by providing 6 additional social workers    

(iii) To continue the work of District Liaison Group to enhance community coordination for service improvement and better management of domestic violence cases 

 3.   Collaborating District Partners for Developing Social Capitals :

 

Promote district partnership  

 

Facilitate collaboration among different sectors   

 

Continue the tripartite partnership 

 

Develop social capitals to meet community needs  

To provide platforms both in community network and resource integration in order to facilitate the tripartite partnership and collaborations

 

To organize 1 joint programme by collaborating with commercial sector and NGOs

 

To enhance the cooperation with WTSDC and SKDC by Community Partnership Project

(i) To launch 2 briefings on the district's Business Plan 2007-08 in WTSDC and SKDC in the first quarter (Q1)

(ii) To organize 4 joint projects with WTSDC and SKDC

(iii)  To update district service brief

To facilitate the sharing of experiences and exchange of best practice among SWD, NGOs and commercial sector through different levels (e.g. DCCs/ LCs) and formats

 

To orgainze 2 exchange activities to promote sharing on district needs and to strengthen partnership and team work

 

 4.    Implementing Policy on Poverty Alleviation to help the Disadvantaged Groups and to Enhance Resilience :

  

Support deprived  families to face adversities and attain better opportunities for development  

 

Enhance the employability and self-reliance of needy individuals and families  
To actively involve in the Comprehensive Child Development Service

To provide support and appropriate services to parents with children under five in Tseung Kwan O to ensure early identification of their needs

To build up network to help recipients of Comprehensive Social Security Assistance (CSSA ) to achieve self-reliance, and support low-income families by providing necessary services and assistance to those in genuine difficulties

 

(i) To establish network with 1,300 commercial firms/ NGOs in the district to facilitate the provision of job opportunities

(ii) To benefit 4,300 CSSA recipients and enhance their self-reliance in the year 

To facilitate the job-seeking for unemployed able-bodied CSSA recipients by networking different stakeholders including the commercial sectors and developing job opportunities in the community 

(i) To involve 1,300 NGOs/commercial firms/local organizations to participate in the year

(ii) To arrange 10,000 job interviews in the year

(iii) To identify 3,000 job opportunities by liaison with local commercial entities or through other means in the year 

(iv) To help 500 CSSA recipients secure employment

 

To launch Loving  Employers Award Scheme

To encourage industrial and commercial sectors in helping the CSSA recipients to achieve self-reliance by securing paid jobs

 5.     Consolidating Team Work in District :

  

Strengthen the collaborations with the welfare sector in order to enhance the team spirit in district work 

 

Foster shared visions on the needy    

(i) To identify the specific training needs of the welfare colleagues of the district, and provide training opportunities to meet their needs

(ii) To fully utilize the training resources in the district to enhance the learning and mutual sharing culture of both NGO and departmental staff

(iii)   To relieve the work pressure of the staff through the promotion of work-life balance and the organization of recreational/social programmes for the staff members

(i) To organize 2 staff development programmes to meet the specific training needs of the staff members

(ii)  To provide funding support on IT training of staff in respect to the implementation of IT initiatives.

(iii) To organize 3 training activities/ observational visits/cross service sharing sessions for unit heads/district staff

(iv) To involve NGOs in the participation of 1 training activity of the district

(v)   To organize 2 social/recreational activities for staff members

To enhance transparency and accessibility of information resources among service operators for more effective communication   

(i) To implement and improve the Community Network Database  (CND) mechanism and timely update the respective database

(ii)   To explore the feasibility of developing an internet platform for sharing information and resources under the auspice of DCCs/LCs
