(1) Supporting the vulnerables, Combating domestic violence |
(a) To continue implementation of 'Family Support Programme', 'Comprehensive Child Development Service', 'Batterers Intervention Programmes', 'Intensive Employment Assistance Projects', 'New Dawn (Enhanced) Project', 'District Employment Assistance Trial Projects', 'My Step' and the new 'Integrated Employment Assistance Scheme' to support the unique needs of different groups.
(b) To collaborate with Housing Department's newly setup 'Tin Shui Wai Housing Advisory and Service Team' to assist new residents of Tin Shui Wai. To organize programmes for preventing domestic violence with the Police (New Territories North Region).
(c) To run support groups and provide assistance to families with parenting problems and children suspected of developmental challenges.
(d) To provide one-stop integrated community support service for the disabled, ex-mentally patients, persons with suspected mental health problems, and/or their family members.
(e) To launch 'Neighbourhood Support Child Care Project' in Tin Shui Wai and encourage local organizations to provide more flexible day child care service.
(f) To increase fee waiving quota for after school care programme.

(2) Building a caring community, Promote mutual help and social integration |
(a) To build a caring and harmonious community through encouragement to NGOs and local organizations and coordination of the district programme plans.
(b) To implement 'Healthy City Happy Life Project', 'Energetic Community Project', 'Yuen Long Outstanding Volunteers Election', 'Yuen Long District Care Action for Rural Areas', 'Yuen Long District Social Services Information Ambassador', 'Pilot Neighbourhood Active Ageing Project', 'Pilot Neighbourhood Active Ageing Project - Caring for Elders' and 'Opportunities for the Elderly Project' for fostering a harmonious society.
(c) To enhance the counseling service to the elderly by allocating more resources to District Elderly Community Centres and Neighbourhood Elderly Centres; to identify the hidden elders in need through outreaching service and assist those elders in need to improve their home environment.
(d) To promote mental health and emotional support through organizing community education promotional programmes. |

(3) Assisting youth development through increased opportunities |
(a) To run 'District Support Scheme for Children and Youth Development', 'Youth Development in Action Project' and 'Children Development Fund Pilot Project' gearing to the needs of children and youth in the district, enhancing their abilities of resilience and self-confidence, and encouraging them to build positive life goals.
(b) To run pilot project through the youth outreaching social work teams, 'The Youth Pre-Employment Training Programme' and 'Youth Work Experience and Training Scheme' for enhancing employment service to young night drifters and encouraging them to join the labour market as early as possible.
(c) To create 300 posts of Programme Worker in the district to increase the employability of youth through gaining of working experience on one hand, to enhance the service quality of the children and youth and school work units through allocation of the majority of the posts of programme workers.
(d) To set up a new Integrated Children and Youth Services Centres in Tin Ching Estate for enhancing children and youth service.
(e) To implement the recommendations of the 'Task Force on Youth Drug Abuse' led by the Secretary for Justice by enhancing youth outreaching social work teams, overnight outreaching service for young night drifters and community support service scheme; setting up 1 Counselling Centre for Psychotropic Substance Abusers; publicizing anti-drug message by organizing community programmes sponsored by 'Beat Drug Fund'. |

(4) Strengthening collaboration, Enhancing professionalism |
(a) To enhance collaboration among government departments, NGOs, schools and the local stakeholders and establish a cross-sectoral working platform.
(b) To organize training at various levels for social workers, teaching staff, community workers and Police to enhance their knowledge on the community problems and work skills. |
