CONTRACT MANAGEMENT

The aim of the Contract Management Section is to carry out the long-term competitive bidding strategy for the allocation of welfare services so that best value services can be secured. Major duties include:

*	the development and implementation of policy and procedures for the allocation of welfare services through competitive bidding;
*	the monitoring of contract compliance, and
*	the benchmarking of performance standards to ensure continuous improvement of service quality.

Competitive Bidding

Key features include:

Mode	Open tender
Selected Operator	Amongst Non-governmental Organizations (NGOs) and private sector organizations
Vetting Mechanism	Tendering process based on the Government's Stores and Procurement Regulations and subject to approval of the Central Tender Board
Assessment Criteria	Bidding on quality and volume
Type of agreement	Contract
Funding	Contract sum

Management of Contract

The monitoring of service performance include:

*	Regular audits of service statistics and information;
*	Benchmarking of performance standards;
*	Regular service reviews;
*	Spot checks;
*	Complaints investigation; and
*	User satisfaction surveys.
