Jun 2013 Announcement of the Result of Invitation of Proposals for Operation of Three Existing Small Group Homes with Integrated Service for Mildly Mentally Handicapped Children (ISGHs)

The Social Welfare Department (SWD) has earlier invited proposals from Non-governmental Organisations operating residential child care service(s) for children and/or mildly mentally handicapped children in Hong Kong subvented by the SWD to operate three existing Small Group Homes with Integrated Service for Mildly Mentally Handicapped Children (ISGHs) at Chai Wan, Hong Kong.  A total of seven proposals was received and a Vetting Committee (VC) was set up to conduct assessment of all the proposals.  Upon recommendation of the VC, SWD has selected Tung Wah Group of Hospitals to operate these three ISGHs.
Jun 2013 Support Programme for Employees with Disabilities (SPED)

The Social Welfare Department has launched the captioned new initiative to enhance support for the employment of persons with disabilities.  The SPED provides employers of persons with disabilities with a one-off subsidy up to $20,000 in respect of each employee with disabilities for procurement of assistive devices and/or workplace modifications, so as to facilitate employees with disabilities in discharging their duties at the workplace and to enhance their work efficiency.

Jun 2013 The Residential Care Homes (Persons with Disabilities) Ordinance (Commencement) Notice 2013

With the full implementation of the licensing scheme for residential care homes for persons with disabilities, Residential Care Homes (Persons with Disabilities) Ordinance (Commencement) Notice 2013 has been published in the Gazette to appoint 10 June 2013 as the day on which Part 2 of the Residential Care Homes (Persons with Disabilities) Ordinance comes into operation.  From then on, any person who operates, keeps, manages or in any other way has control of a residential care home for persons with disabilities without a valid licence or certificate of exemption commits an offence.  The maximum penalty on conviction is a fine at level 6 ($100,000 at present) and imprisonment for two years, and in the case of a continuing offence, a further fine of $10,000 for each day can be imposed.

Jun 2013 First Report of the Child Fatality Review Panel

The Child Fatality Review Panel published its first report which includes the analysis of child death cases that occurred in 2008 and 2009 and the review results, recommendations made by the Review Panel for prevention of child death, responses and improvement measures given and implemented by the service organisations and government departments concerned.

Jun 2013 Announcement of the Result of Invitation to Proposals for Operating a New Long Stay Care Home

The Social Welfare Department (SWD) has earlier invited proposals from non-governmental organisations operating subvented residential care service(s) for ex-mentally ill persons to operate a new Long Stay Care Home (LSCH) at 3/F & 4/F, 3 Tin Yip Road, Tin Shui Wai Area 109, Yuen Long, New Territories.  A total of five proposals was received and a Vetting Committee (VC) was set up to conduct assessment of all the proposals.  Upon recommendation of the VC, SWD has selected Po Leung Kuk to operate this LSCH.
Jun 2013 Application for "HSBC Community Partnership Programme"

Commencing 2012, to further support district-based initiatives, HSBC has launched the HSBC Community Partnership Programme in Hong Kong to foster a more inclusive society. A budget of HKD18 million has been set aside, of which at least HKD3 million is allocated for the District Community Programme and up to HKD15 million is allocated for theme-based projects - the theme in 2013 is 'Stronger Families, Stronger Communities '.

The Social Drama - 'The Moment 2' jointly produced by SWD and RTHK will be broadcasted on TVB Jade from 14 May 2013 to 16 July 2013 every Tuesday from 7:00pm to 7:30pm.  (Broadcasting language: Cantonese)
Jun 2013 Application for "The Jockey Club IT Scheme for People with Visual Impairment" and/ or "Central Fund for Personal Computers"

"The Jockey Club IT Scheme for People with Visual Impairment" (16th round) and "Central Fund for Personal Computers" (28th round) now accept applications.  The deadline for both the Scheme and Fund is 31 May 2013.

Eligible organisations, educational institutes and individual persons with visual impairment may apply for "The Jockey Club IT Scheme for People with Visual Impairment" whereas "Central Fund for Personal Computers" is for eligible persons with disabilities engaging in self-employment at home or supported employment service at home.

Jun 2013 Old Age Living Allowance (OALA) implemented from April 2013

With effect from April 2013, the Social Welfare Department is to launch an Old Age Living Allowance (OALA) under the Social Security Allowance Scheme.  It aims to provide a cash allowance of $2,200 per month as an additional form of financial assistance for needy Hong Kong residents aged 65 or above to supplement their living expenses.  The eligibility criteria of OALA are the same as those of Normal Old Age Allowance for elderly persons aged between 65 and 69.  Different types of elderly persons can apply for the allowance through different procedures under three phrases for application, namely "Auto-conversion", "Postal Submission" and "New Application".  For details, please visit our website at www.swd.gov.hk/oala or call our hotline at 3595 0130.

World Cup finals will take place in July 2014.  Projects that aim to alleviate gambling problems arising from football betting and are scheduled to take place in or before July 2014 will be accorded with higher priority.

To accommodate this arrangement, the deadline for application will be extended from 15 May 2013 to 17 June 2013.
