Aug 2013 Announcement of the Result of Invitation of Proposals to Operate a New Day Activity Centre cum Hostel for Severely Mentally Handicapped Persons (DAC cum HSMH) at Tin Ching Amenity and Community Building, Tin Ching Estate, Tin Shui Wai

The Social Welfare Department (SWD) has earlier invited eligible non-profit making organisations to submit proposals to operate a new DAC cum HSMH at Tin Ching Amenity and Community Building, Tin Ching Estate, Tin Shui Wai.  A total of eight proposals were received and a Vetting Committee (VC) was set up to conduct assessment of the proposals.  Upon the recommendation of the VC, SWD has selected Tung Wah Group of Hospitals to operate the service unit concerned.
Aug 2013 Announcement of the Result of Invitation of Proposals to Operate a New Integrated Rehabilitation Services Centre at Shek Kip Mei Estate, Sham Shui Po

The Social Welfare Department (SWD) has earlier invited eligible non-profit making organisations to submit proposals to operate a new Integrated Rehabilitation Services Centre at Shek Kip Mei Estate, Sham Shui Po.  A total of ten proposals were received and a Vetting Committee (VC) was set up to conduct assessment of the proposals.  Upon the recommendation of the VC, SWD has selected Po Leung Kuk to operate the service unit concerned.
Aug 2013 Invitation of Proposals to operate Short-term Food Assistance Service Projects

The Social Welfare Department (SWD) is inviting bona fide charitable organisations to submit proposals for the operation of service projects under the Short-term Food Assistance Service Projects (STFASPs).  The applicant organisation should be able to meet the definition of Section 88 of the Inland Revenue Ordinance, Cap 112, and have proven experience in providing food assistance services continuously for not less than two years in Hong Kong at any time during the past four years, counting from 8 October 2009 onwards.  The deadline for submission of proposal is 5:00 pm on 8 October 2013 (Tuesday).

Aug 2013 Announcement of the Result of Invitation of Proposals to operate Educational Programme on Stopping Domestic Violence

The Social Welfare Department (SWD) has earlier invited eligible Non-governmental Organisations to submit proposals to operate Educational Programme on Stopping Domestic Violence (EPSDV).

A total of six proposals were received.  Upon the recommendation of the Vetting Committee, SWD has selected 3 organisations to operate the EPSDV in 4 service clusters.  The list of operating organisations and their respective serving clusters can be download here-

A second round of invitation of proposals will be announced later to further invite eligible NGOs to submit proposals to operate the EPSDV in the service cluster of Sha Tin, Tai Po and North districts.

Aug 2013 Assistance in searching for relatives

We cordially invite any male person who was admitted to the then Chuk Yuen Children's Reception Centre in December 1976 and who was a new born at the time to call the Social Welfare Department at 2892 5325 or to contact Ah Yin directly for discussing the matter of assisting Ah Yin and his family in searching for their relatives.

Aug 2013 The Community Care Fund "Training Subsidy for Children who are on the Waiting List of Subvented Pre-school Rehabilitation Services" invite new round of application

The Community Care Fund assistance programme "Training Subsidy for Children who are on the Waiting List of Subvented Pre-school Rehabilitation Services" which is administered by the Social Welfare Department, will invite new round of application.

Aug 2013 Enhancement of the "On the Job Training Programme for People with Disabilities" (OJT) and the "Sunnyway – On the Job Training Programme for Young People with Disabilities" (Sunnyway)

To provide further employment support for the service users of OJT and Sunnyway, the Job Attachment and the Job Trial of the two programmes are enhanced as follows-

(i) Job Attachment Allowance is raised from $1,250 to $2,000 per month; and
(ii) The cap of the Job Trial Wage Subsidy is raised from $3,000 to $4,000 per month with the maximum subsidised period extended from three months to six months.

Aug 2013 Provision of subsidy for Internet access charges (SIA) to students on Comprehensive Social Security Assistance (CSSA)

The Social Welfare Department (SWD) will issue on 25 July 2013 a household-based SIA to CSSA families with children receiving primary or secondary education in receipt of the flat-rate grant for school-related expenses in the 2013/14 school year.  Each eligible CSSA family will receive a full subsidy of $1,300 for the school year.

Welfare recipients are not required to make application for the subsidy.  The money will be paid to them on 25 July 2013 through the existing CSSA payment method, that is, normally through bank payment credited to the designated bank account.

Aug 2013 Invitation to Operate the Child Development Fund Pilot Projects under the School-based Approach

The Social Welfare Department (SWD) is now inviting schools which are interested to operate the Child Development Fund (CDF) Pilot Projects under the School-based Approach to submit project proposal. The closing time and date of submission of application is 5:00pm on 4 September 2013. The applicant school must be a public sector school (including government schools, aided schools and caput schools) or a school under the Direct Subsidy Scheme.  Except for government schools, the applicant school must have a "certificate of registration" under Section 3 of the Education Ordinance (Chapter 279). For the purpose of experimenting the school-based approach, there will be not more than ten pilot projects.  Each project should offer 50 to 100 places. Please refer to the Appendices for details.

Through formulating and implementing the personal development plans, the projects aim to encourage children from a disadvantaged background to develop an asset-building habit and to accumulate financial assets as well as non-financial assets (such as proper attitude and mindset, personal resilience and capacities as well as social networks) which are important assets for their future development.

Aug 2013 Provision of a one-off additional payment to recipients of Comprehensive Social Security Assistance (CSSA) and Social Security Allowance (SSA)

The Financial Secretary announced on 27 February 2013 to provide one additional month of the standard rate for CSSA recipients and one additional month of allowance for Disability Allowance, Old Age Allowance and Old Age Living Allowance recipients. The Finance Committee of the Legislative Council approved a financial allocation on 7 June 2013 for implementing the measure.

Welfare recipients are not required to make application for the one-off additional payment. The money will be paid to them on 26 July 2013 through the existing CSSA or SSA payment method, that is, normally through bank payment credited to the designated bank account.

Aug 2013 Enhancing the "Financial Incentive Scheme for Mentors of Employees with Disabilities Receiving Subvented Vocational Rehabilitation Services"

To facilitate the service users of subvented vocational rehabilitation services to adapt to work smoothly, the captioned Scheme providing financial incentive to workplace mentors of employees with disabilities has been enhanced.  For details of the scheme and application eligibility, please click here.
Aug 2013 Invitation for Nomination for Two In-service Training Courses for Rehabilitation Personnel Working for Persons with Intellectual Disability (2013-14)

To encourage the rehabilitation personnel (including workshop instructors, welfare workers and other frontline staff, working in various rehabilitation services settings as well as residential homes operated by private organizations) to upgrade the knowledge and skills necessary for the delivery of quality services to persons with intellectual disability, the Social Welfare Department has commissioned the School of Continuing and Professional Education (SCOPE) of City University of Hong Kong (City U), with funding from Queen Elizabeth Foundation for the Mentally Handicapped, to run the following two courses in 2013-14:

(i) In-service Certificate Training Course for Rehabilitation Personnel Working for Persons with Intellectual Disability (Certificate Course); and

(ii) In-service Diploma Training Course for Rehabilitation Personnel Working for Persons with Intellectual Disability (Diploma Course).

Both courses are part-time in-service training and each of them lasted for around one year.  The Diploma Course will start on 14 September 2013 whereas the Certificate Course on 19 October 2013.  A course fee of $500 for the Certificate Course or $1,500 for the Diploma Course is to be paid by the applicant when the application is accepted.

Rehabilitation service agencies and private residential care homes for persons with disabilities are invited to nominate suitable staff for these courses and the application will be closed on 29 July 2013 (Diploma Course) and 12 August 2013 (Certificate Course).
