Mar 2015 Invitation to Operate the Second Batch Child Development Fund (CDF) Pilot Projects under the School-based Approach

The Social Welfare Department is now inviting interested schools to submit proposals for operating the Second Batch CDF Pilot Projects under the School-based Approach, which are to be launched in the second half of 2015. The closing time and date of submission of application is 5:00 pm on 9 April 2015 (Thursday).

The applicant school must be a public sector school (including government schools, aided schools and caput schools) or a school under the Direct Subsidy Scheme.  Except for government schools, the applicant school must have a "certificate of registration" under Section 3 of the Education Ordinance (Chapter 279). Please refer to the Appendices for details.  Through formulating and implementing the personal development plans, the projects aim to encourage children from a disadvantaged background to develop an asset-building habit as well as accumulate savings and intangible assets (such as positive attitude, personal resilience and capacities, social networks etc.) which are important assets for their future development.

Mar 2015 Result of Vetting of Applications for Purchase Exercise under Enhanced Bought Place Scheme (2014)

The vetting of the applications for the Purchase Exercise under the Enhanced Bought Place Scheme (2014) has been completed.  The list of private residential care homes for the elderly being accepted for joining the Enhanced Bought Place Scheme by the Social Welfare Department can be downloaded here.
Mar 2015 To invite applications for the Support Programme for Employees with Disabilities (SPED) (The eighth batch)

The Social Welfare Department is inviting the employers of persons with disabilities to submit application for SPED and the deadline is on 24 April 2015.  SPED provides employers of persons with disabilities with a one-off subsidy for each employee with disabilities for procurement of assistive devices and/or workplace modifications, so as to facilitate employees with disabilities in discharging their duties at the workplace and to enhance their work efficiency.  The subsidy is basically capped at a maximum support level of $20,000.  Starting from 2014-15, a grant up to $40,000 may be considered for deserving cases for which the price of a single item of assistive device and its essential accessories being applied for has exceeded $20,000.

Mar 2015 Meeting between the Government and School Representatives on Child Development Fund (CDF) cum Invitation to Operate the Second Batch CDF Pilot Projects under the School-based Approach

Since 2009, the Child Development Fund (CDF) has launched 61 projects through non-governmental organisations to promote the longer-term development of children aged between 10 and 16 from a disadvantaged background and encourage them to develop an asset-building habit, with a view to reducing inter-generational poverty.  In the 2013-14 school year, seven pilot projects were launched in ten schools to experiment the school-based approach.  Led by the Permanent Secretary for Labour and Welfare, officers of the Labour and Welfare Bureau and the Social Welfare Department (SWD) would like to brief school representatives on the objectives of the pilots and observations and experience gained so far.  Government officers will also listen to the views of school representatives on adopting the school-based approach. Interested schools are invited to attend the meeting which will be held at 2:30 p.m. on 12 March 2015 (Thursday) at the Central Government Offices, Tamar.

Mar 2015 Announcement of the Result of Invitation of Applications for Operation of New Integrated Programme in Kindergarten-cum-Child Care Centres

The Social Welfare Department (SWD) has earlier invited subvented Non-Governmental Organisations (NGOs) running non-profit-making kindergarten-cum-child care centres (KG-cum-CCCs) to submit applications for the operation of the new Integrated Programme, which are scheduled to commence service in September 2015.  A total of 21 applications from 11 agencies were received and SWD conducted assessment of all the applications.  Please click here for the list of KG-cum-CCCs operating the new Integrated Programme.

Mar 2015 Revision of asset limits and maximum rent allowance under welfare allowance schemes

With effect from 1 February 2015, the asset limits and maximum rent allowance under the Comprehensive Social Security Assistance (CSSA) Scheme, and asset limits for the Old Age Living Allowance and the Guangdong Scheme under the Social Security Allowance (SSA) Scheme have been adjusted upwards.

The revised limits and rates of allowance effective from 1 February 2015 are provided in the leaflets below :

Mar 2015 Partnership Fund for the Disadvantaged – Dedicated Fund for After-school Learning and Support Programmes opens for application

The Dedicated Fund for after-school learning and support programmes (the Dedicated Fund) under Partnership Fund for the Disadvantaged is now open for applications from welfare non-governmental organisations (NGOs) and eligible primary and secondary schools for launching more after-school learning and support programmes to facilitate the whole-person development of primary and secondary students from grassroots families.  Deadline for submission of application for the Dedicated Fund is 31 March 2015.

Mar 2015 The Specification of Competency Standards (SCS) for Elderly Care Service Industry

The SCS is developed by the Elderly Care Service Industry Training Advisory Committee (ITAC) and launched in December 2014 after industry-wide consultation.  It comprises the competency standards required for different functional areas of the industry.  The SCS serves as useful reference for design of training programmes and human resources development.
