Sep 2008 Task Group on Implementation of Integrated Family Service Centres

The Task Group on Implementation of Integrated Family Service Centres (IFSCs) (Task Group), comprising representatives from all the nine Non-governmental Organizations (NGOs) operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 11 District Social Welfare Offices of Social Welfare Department (SWD) and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs.  A total of twenty-seven Task Group meetings have been held between May 2004 and September 2008.  You may retrieve the notes of the meetings in the following section:

Sep 2008 Provision of a one-off additional payment to recipients of Comprehensive Social Security Assistance (CSSA) and Social Security Allowance (SSA)

The Chief Executive announced at the Question and Answer Session of the Legislative Council held on 16 July 2008 to provide one additional month of the standard rate for CSSA recipients, one additional month of allowance for Disability Allowance recipients, and two additional months of allowance for Old Age Allowance recipients.  The Finance Committee of the Legislative Council approved a financial allocation of $1.8 billion on 18 July 2008 for implementing the measure.

Welfare recipients are not required to make application for the one-off additional payment.  The money will be paid to them on 5 September 2008 through the existing CSSA or SSA payment method, that is, normally through bank payment credited to the designated bank account.

Sep 2008 Invitation to Operate the Neighbourhood Support Child Care Project - Phase II

The Social Welfare Department (SWD) is now inviting, through a Service Specification, bona fide charitable organisations with experience in providing services relating to caring of children under the age of six to implement the new Neighbourhood Support Child Care Project (NSCCP) - Phase II ("" ), a more flexible form of day child care service.  The new NSCCP aims to meet the needs of parents who are either working long, unstable and / or unconventional hours, in emergency needs, and / or for various reasons require child care assistance, but lacking support network and having financial hardship in securing alternative child care support.

SWD will hold a briefing session for interested Non-governmental Organisations (NGOs) with details as below :

Interested applicant NGO, who would like to send a representative to attend the briefing session, should send the completed Annex 3 of the Service Specification to SWD on or before 12:00 noon on 5 September 2008.

Sep 2008 Invitation for Proposals to Operate an Integrated Community Centre for Mental Wellness (ICCMW)

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 27 August 2008 to the non-government organizations that are bona-fide non-profit making agencies currently providing social rehabilitation services for mentally ill persons subvented by Social Welfare Department (SWD) for their tendering of quality proposal for operation of the following new rehabilitation project:

  • The Integrated Community Centre for Mental wellness at Tin Chak Estate, Tin Shui Wai.

A site visit to the premises and a briefing session will be held as follows.

Sep 2008 Invitation for Proposals to Operate a New Rehabilitation Project

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 4 August 2008 to the NGOs (welfare) for their tendering of quality proposal for the operation of a new rehabilitation project, namely:

  •  the Day Activity Centre cum Hostel for the Severely Mentally Handicapped Persons (DAC cum H) at Pokfulam Skills Centre, Aberdeen.

Site visit and a briefing session will be held with schedule as follows:

i. 13 August 2008, 10:00am to 11:15am - site visit to the new DAC cum Hostel at 5/F & 6/F, Pokfulam Skills Centre, 147 Pok Fu Lam Road, Aberdeen;
ii. 13 August 2008, 11:30am to 12:15pm - a briefing session at Hall, 1/F, Pokfulam Skills Centre, Aberdeen.
