Aug 2009 The third phase of the Special Training and Enhancement Programme (My STEP)

The Social Welfare Department (SWD) is now inviting non-governmental organizations (NGOs) with experience in operating employment assistance programmes commissioned by SWD, with centres providing services to youth and being the training bodies of Youth Work Experience and Training Scheme to submit proposal(s) for running the third phase of My STEP for a two-year period from October 2009 to September 2011 to assist unemployed CSSA recipients aged 15-29 to secure employment or return to the mainstream schooling and to move towards self-reliance. 

Under the third phase of My STEP, there will be five projects, one each in the following service clusters, namely (i) Yuen Long and Tin Shui Wai, (ii) Shatin and Tai Po/North, (iii) Tsuen Wan/Kwai Tsing and Tuen Mun, (iv) Sham Shui Po/Yau Tsim Mong and Wong Tai Sin/Sai Kung, (v) Hong Kong Island and Outlying Islands, including Tung Chung in Lantau Island, Kwun Tong and Kowloon City.

NGOs interested in operating the third phase of My STEP, please submit proposal with details on how to provide the services to meet the objectives and requirements set out in the Service Specification.  There should be not more than 25 pages (A4 with font size 13) in total for each project proposal.  Applicants may refer to the Points to Note for Submitting Project Proposal to Implement the third phase of My STEP for the content and format of the project proposal.  A full set of the proposal [the original plus eight hard copies and one soft copy in CD ROM (MS Word 6.0 or above version)] should be submitted to the Social Welfare Department by dropping it into the Tender Box placed in the following address:

Deadline for submission of the application is 5:30 p.m. of 17 September 2009 (Thursday).  Late applications will NOT be accepted.  In the event of severe weather conditions (i.e. tropical cyclone warning signal No. 8 or black rainstorm warning signal is in force), the deadline for submitting the application will be automatically extended to the next working day.

Aug 2009 Yuen Long District Social Services Information Booklet (Updated Version)

To let residents acquire social services information easily, Yuen Long District Social Welfare Office has produced the "Yuen Long District Social Services Information Booklet" with the implementation of the "Yuen Long District Social Service Ambassadors Project", aiming at giving prompt and appropriate information to those residents living in Yuen Long for solving their social service enquiries and directing them to receive proper services. Aug 2009 Provision of a one-off additional payment to recipients of Comprehensive Social Security Assistance (CSSA) and Social Security Allowance (SSA)

The Financial Secretary announced on 26 May 2009 to provide one additional month of the standard rate for CSSA recipients and one additional month of allowance for Disability Allowance recipients and Old Age Allowance recipients.  The Finance Committee of the Legislative Council approved a financial allocation on 19 June 2009 for implementing the measure.

Welfare recipients are not required to make application for the one-off additional payment.  The money will be paid to them on 5 August 2009 through the existing CSSA or SSA payment method, that is, normally through bank payment credited to the designated bank account.
