Oct 2009 Application for "The Jockey Club IT Scheme for People with Visual Impairment" and/ or "Central Fund for Personal Computers"

"The Jockey Club IT Scheme for People with Visual Impairment" (9th round) and "Central Fund for Personal Computers" (21st round) now accept applications.  The deadline for both the Scheme and Fund is 11 December 2009.

Eligible organisations, educational institutes and individual persons with visual impairment may apply for "The Jockey Club IT Scheme for People with Visual Impairment" whereas "Central Fund for Personal Computers" is for eligible persons with disabilities engaging in self-employment or supported employment service.

Five projects under the third phase of My STEP for two years from October 2009 to September 2011 will be implemented by the non-governmental organizations commissioned by Social Welfare Department. The operating agencies and the respective service clusters are:

Oct 2009 Invitation for Proposals to Operate New Rehabilitation Projects

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 24 September 2009 to the NGOs operating subvented rehabilitation services for their tendering of quality proposal for the operation of either ONE of the two new rehabilitation projects, namely:

  • the Integrated Rehabilitation Services Centre (IRSC) at 310 Kwai Shing Circuit, Kwai Chung, New Territories; or
  • the IRSC at G/F to 3/F, 51 Sheung Shing Street, Ho Man Tin, Kowloon.
  • Site visits and a common briefing session will be held with schedules as follows:

  • 5 October 2009 (Monday), 9:30 a.m. to 12:30 p.m. - site visit to the new IRSC at 51 Sheung Shing Street, Ho Man Tin, Kowloon
  • 5 October 2009 (Monday), 2:30 p.m. to 5:30 p.m. - site visit to the new IRSC at 310 Kwai Shing Circuit, Kwai Chung, New Territories; and
  • 6 October 2009 (Tuesday), 3:00 p.m. to 4:00 p.m. - a common briefing session on these two projects at Adrich Bay Community Hall, G/F, Oi Po House, Oi Tung Estate, Shau Kei Wan, Hong Kong.
  • Interested NGOs are reminded to study the requirements of the particular project carefully; and service proposal for the intended project of pages not exceeding the required limit has to be sent, in 6 hard copies and 1 soft copy in a sealed envelope, by hand before the deadline to:

    Please note that the deadlines for these two projects are different, which have been stipulated in Annex 9 of the respective Service Specification.  Late submission of the full set of copies of proposal will not be accepted.  The same NGO tendering for more than one project will render their second project proposal(s) submitted disqualified.

    Oct 2009 Provision of One-off Grant for Education-related Expenses

    The Finance Committee of the Legislative Council approved on 19 June 2009 the provision of a one-off grant for education-related expenses of $1,000 for needy students.  Students from kindergarten to secondary education who are eligible in the 2009/10 school year for the flat-rate grant for school-related expenses under the Comprehensive Social Security Assistance (CSSA) Scheme and kindergarten students who are eligible for fee assistance under the Fee Assistance (FA) Scheme for Child Care Centres in the same school year will benefit from the one-off grant. 

    Beneficiaries are not required to make application for the one-off grant.  Applicants of the CSSA cases eligible for the one-off grant will receive the one-off grant on 30 September 2009 through the existing payment arrangement (i.e. normally through bank payment credited to the designated bank account).  Applicants of the FA cases eligible for the one-off grant will receive a crossed cheque amounting to $1,000 by post issued on the same day.

    Oct 2009 Conversion to Calendar Month Basis in Paying Comprehensive Social Security Assistance (CSSA)

    To make household budgeting easier for CSSA recipients, with effect from September 2009, all CSSA cases where the payment is not made on calendar month basis originally have been changed to calendar month basis and the pay day of these cases has also been changed to the first day of each month.  Recipients starting to receive CSSA from October 2000 onwards are not affected as payment has already been made on calendar month basis and their pay day would remain unchanged.
    Oct 2009 Task Group on Implementation of Integrated Family Service Centres

    The Task Group on Implementation of Integrated Family Service Centres (IFSCs) (Task Group), comprising representatives from all the nine Non-governmental Organizations (NGOs) operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 11 District Social Welfare Offices of Social Welfare Department (SWD) and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs.  A total of thirty Task Group meetings have been held between May 2004 and September 2009.  You may retrieve the notes of the meetings in the following section:
