Mar 2005 Invitation for Proposals to Operate New Integrated Rehabilitation Projects

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 29 March 2005 to the NGOs (welfare) for their tendering of quality proposal for the operation of either one of the two new rehabilitation projects, namely:

i) the Integrated Rehabilitation Services Centre (IRSC) at Tin Yan Estate, Tin Shui Wai; and
ii) the IRSC at Sheung Tak Estate, Tseung Kwan O.


Site visits and a briefing session will be held with schedules as follows:

i. 4 April 2005, 3:00 p.m. to 4:30 p.m. - site visit to the new IRSC at Tin Yan Estate;
ii. 6 April 2005, 9:30 a.m. to 11:00 a.m. - site visit to the new IRSC at Sheung Tak Estate; and
iii. 6 April 2005, 11:30 a.m. to 12:30 p.m. - a briefing session on both projects of Tin Yan Estate and Sheung Tak Estate at Kin Choi Community Hall, 4th/F, Choi Ming Shopping Centre, Kin Ming Estate, Tseung Kwan O.


Service proposal of no more than 60 pages (A4 with font size at 12 and in 5 hard copies and 1 soft copy), should be sent on or before 30 April 2005 (Saturday), 12:00 noon to the following address:

Mar 2005 Invitation for Business Improvement Project Scheme (Fourth Round)

To assist NGOs in achieving the objectives of improved quality, efficiency and responsiveness under the Lump Sum Grant environment, the Social Welfare Department has launched the fourth round Business Improvement Project Scheme on 11 March 2005 by using the Lotteries Fund to finance NGOs in carrying out business improvement. Mar 2005 Task Group on Implementation of Integrated Family Service Centres

The Task Group on Implementation of Integrated Family Service Centres (Task Group), comprising representatives from all the nine NGOs operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 13 District Social Welfare Offices of SWD and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs. Eight Task Group meetings have been held between May 2004 to March 2005. The notes of the first and second meetings can be retrieved under the month Sept 2004, the third meeting under the month Oct 2004, the fourth meeting under the month Nov 2004, the fifth meeting under the month of Dec 2004and the sixth meeting under the month of Jan 2005. Mar 2005 Invitation to Operate the Wai On Home for Women - Refuge Centre for Women

The Family and Child Welfare Branch issued invitation to non-government organisations on 15 March 2005 for proposal to operate the Wai On Home for Women, a refuge centre for women presently under the operation of the Social Welfare Department.  The proposal should be submitted by hand to Senior Social Work Officer (Domestic Violence) of the Family and Child Welfare Branch, Social Welfare Department, at Room 721, 7/F, Wu Chung House, Queen's Road East, Wanchai, on or before 5:00 p.m. of 18 April 2005.  Late submission will not be accepted.

Mar 2005 In-kind Assistance for Needy

All along, the Social Welfare Department and the non-governmental organizations have been providing different welfare services to needy individuals/families to enable them to prevent and deal with the problems they encountered. Besides, some non-governmental organizations and community organizations also provide different types of in-kind assistance to help the needy to tide over their difficulties. A list of the organizations providing in-kind assistance (Chinese only) is attached below for general reference.

Mar 2005 "Enhancing Employment of People with Disabilities through Small Enterprise" Project

The objective of the Project is to enhance the employment of people with disabilities through market-driven approach and direct creation of more work opportunities for people with disabilities. Through the grant of seed money to non-governmental organizations, the Project supports the creation of small enterprises/businesses to ensure people with disabilities can enjoy genuine employment in a carefully planned and sympathetic working environment.

We invite bona-fide charitable non-governmental organizations recognized under Inland Revenue Ordinance (Cap. 112) Section 88 which have their own distinct legal entities authorized to carry out business activities in Hong Kong to apply for the grants from the Project.

Mar 2005 Talk on Prevention, Investigation and Control of Viral Gastroenteritis and Influenza

The Social Welfare Department held a talk on prevention, investigation and control of viral gastroenteritis and influenza on 12. 10. 2004 for the staff of residential care service units (elderly homes not included). A representative from the Department of Health was invited to give a presentation on symptoms of infection, modes of transmission, preventive measures, investigation and control of the two infectious diseases. The PowerPoint presentation of the talk, together with the summary of questions and answers (available in Chinese version only) raised during the Q&A session, can be downloaded here.

Mar 2005 The Reference Guide on Best Practices for Charitable Fund-raising Activities

The Government announces the promulgation of the Reference Guide on Best Practices for Charitable Fund-raising Activities for reference of the general public and voluntary compliance of charitable organisations. Members of the public may download the Reference Guide here. PDF PDF (Leaflet)

The Reference Guide is drawn up after due consultation to enhance transparency and public accountability of charitable fund-raising activities. The best practices of the Reference Guide cover areas on donors’ rights, fund-raising practices and financial accountability. The public may make use of the Reference Guide to measure against the practice of a charity in fund-raising.

The Social Welfare Department now appeals to charitable organisations for adopting the Reference Guide on a voluntary basis. PDF Charities, donors and general public are also invited to send their views and comments on this new arrangement to SWD. A review will be conducted in a year after the promulgation of the Reference Guide to ascertain its progress and effectiveness.

Mar 2005 Second Batch of Intensive Employment Assistance Projects

The Social Welfare Department (SWD) has secured funding from the Lotteries Fund and the Hong Kong Jockey Club Charities Trust (HKJCCT) to commission non-governmental organizations (NGOs) running 100 IEAPs in a four-year period from October 2003 to September 2007 with an aim to provide tailor-made employment assistance services to help employable Comprehensive Social Security Assistance (CSSA) recipients and ‘near-CSSA’ recipients secure gainful employment as early as possible so that they can move towards self-reliance.

In June 2004, SWD invited NGOs to send in proposals for the second batch of IEAPs and we are pleased to have received 74 proposals from 39 NGOs. The Project Vetting Committee, comprising the Deputy Director of SWD as the chairperson and members from the other Government Department and the HKJCCT, had selected 30 projects to be launched in 11 SWD Districts from October 2004 to September 2007.

During the three-year implementation period, each IEAP Operating Agency will provide at least 100 participants per year with tailor-made employment assistance such as workshops, employment counselling, job matching and post-placement support services to help enhance their employability and ability to sustain employment. To help prevent ‘near-CSSA’ recipients from falling into the CSSA net, Operating Agencies will also provide temporary financial aid to needy participants to tide them over temporary financial hardship and meet short-term basic needs in addition to assisting them to find employment.
