Get Adobe Reader Downloading of the acrobat documents for reading and printing can be done through the use of the Adobe(R) acrobat(R) reader software which is available free at the Adobe Systems Inc. Website.

May 2010 Provision of a one-off additional payment to recipients of Comprehensive Social Security Assistance (CSSA) and Social Security Allowance (SSA)

The Financial Secretary announced on 24 February 2010 to provide one additional month of the standard rate for CSSA recipients and one additional month of allowance for Disability Allowance recipients and Old Age Allowance recipients. The Finance Committee of the Legislative Council approved a financial allocation on 14 May 2010 for implementing the measure.

Welfare recipients are not required to make application for the one-off additional payment. The money will be paid to them on 7 June 2010 through the existing CSSA or SSA payment method, that is, normally through bank payment credited to the designated bank account.

May 2010 Launching of Sixth Round Application for Partnership Fund for the Disadvantaged

Social Welfare Department (SWD) will launch the Sixth Round application for Partnership Fund for the Disadvantaged on 1 June 2010 with deadline for submission of applications on 30 September 2010.

May 2010 Application for "The Jockey Club IT Scheme for People with Visual Impairment" and/ or "Central Fund for Personal Computers"

"The Jockey Club IT Scheme for People with Visual Impairment" (10th round) and "Central Fund for Personal Computers" (22nd round) now accept applications. The deadline for both the Scheme and Fund is 28 May 2010.

Eligible organisations, educational institutes and individual persons with visual impairment may apply for "The Jockey Club IT Scheme for People with Visual Impairment" whereas "Central Fund for Personal Computers" is for eligible persons with disabilities engaging in self-employment or supported employment service.

May 2010 Invitation to Operate the Counselling Centres for Psychotropic Substance Abusers (CCPSAs) in 2010-11

The Social Welfare Department (SWD) is now inviting applications from interested and eligible non-governmental organisations (NGOs) operating SWD-subvented young people services for children and youth, at-risk youth and/or designated drug treatment and rehabilitation services to operate four new CCPSAs. These four centres will be set up each in Central Western/Southern/Islands District, Sham Shui Po District, Wong Tai Sin/Sai Kung District, and Tsuen Wan/Kwai Tsing District.

The aforesaid recognised categories of subvented services and the mandatory requirements of applications are stipulated in the Invitation Letter and its appendices as per file attached below. Each applicant NGO can only submit one application for one chosen location among the four designated districts in the prescribed application form at Annex 4 of Appendix II.

A briefing session on this invitation for proposal will be held on 21 April 2010 (Wednesday) at 10:00 a.m. at Room 206, Lady Trench Training Centre at 44 Oi Kwan Road, Wan Chai. Registration for the briefing session is detailed in the Invitation Letter.

Invitation Letter and Reply Slip for Attending the Briefing Session, Service Specifications (Summary) and its Detailed Description with Annexes 1 to 6 could be downloaded in the files attached below.

* Addendum to Invitation to Operate the Counselling Centres for Psychotropic Substance Abusers (CCPSAs) in 2010-11 (dated 22.4.2010)

I refer to the above set of invitation document and would like to inform that the following amendment to the "Service Specifications (Detailed Description) -Appendix II" has been made:

"Output Standard (1) in Para. 32.1 of the Service Specifications (Detailed Description) - Appendix II" has been amended to "Total no. of outreaching visits (of which at least 36 should be late night visits) to black spots frequently visited by young psychotropic substance abusers (PSAs)."

Apart from the above amendment, other service specifications of this invitation remain unchanged.  This addendum shall form part of the document under reference.

The closing time/date of submission of application is on or before 5:00 p.m. of 14 May 2010. Late submission shall not be accepted.
