Feb 2011 Relaxation of permissible limit of absence from Hong Kong during receipt of payment under the Social Security Allowance Scheme

With effect from 1 February 2011, the permissible limit of absence from Hong Kong for recipients of Old Age Allowance and Disability Allowance under the Social Security Allowance Scheme is relaxed from 240 days to 305# days in each payment year, and the minimum residence period for entitlement to the above absence limit is correspondingly reduced from 90 days to 60 days. If the recipient has resided in Hong Kong for not less than 60 days in the payment year, he will be eligible for a full-year allowance.

#The annual permissible limit of absence is 306 days for payment year falling in a leap year.
Feb 2011 Revision of Flat-rate Grant for Selected Items of School Related Expenses under the Comprehensive Social Security Assistance (CSSA) Scheme

The flat-rate grant for selected items of school related expenses under the CSSA Scheme will be adjusted upwards from the 2011/2012 school year.

The revised rates effective from the 2011/2012 school year are provided in the leaflet below:

Feb 2011 Revision of Payment Rates under the Comprehensive Social Security Assistance (CSSA) and the Social Security Allowance (SSA) Schemes

The Finance Committee of the Legislative Council has approved an inflation-related increase of 3.4% in the rates of standard payments under the CSSA Scheme and the rates of Old Age Allowance (OAA) and Disability Allowance under the SSA Scheme with effect from 1 February 2011.

Moreover, the assets limit under the CSSA Scheme and the assets limit and monthly income limit under the Normal OAA of the SSA Scheme are also adjusted upwards from the same date.

Feb 2011 Final Report of the Review Panel of the Pilot Project on Child Fatality Review

The report includes work of the Review Panel in the past two years, analysis of child death cases that occurred in 2006 and 2007 and the review results, recommendations made by the Review Panel for prevention of child death, responses and improvement measures given and implemented by the service organisations and government departments concerned, as well as the result of evaluation of the Pilot Project. Feb 2011 Pilot Scheme on Home Care Services for Frail Elders

Feb 2011 Invitation to Operate Pilot Cyber Youth Outreaching Projects

The Social Welfare Department (SWD) is now inviting applications from interested and eligible non-governmental organisations (NGOs) operating services for young people and/or at-risk youths subvented by SWD to operate three Pilot Cyber Youth Outreaching Projects.  These three pilot projects, funded by the Lotteries Fund, will be carried out for a time-limited period of three years with the target service commencement date set on 1 August 2011.

The aforesaid recognised categories of subvented services and the mandatory requirements of applications are stipulated in the Invitation Letter and its appendices as per files attached below.  A briefing session on this invitation of proposals exercise will be held on 11 January 2011 (Tuesday) at 10:30 a.m. at Recital Hall, 8/F High Block, Hong Kong City Hall, Edinburgh Place, Central, Hong Kong.

Each applicant NGO can only submit one application in the prescribed application form at Annex 1 of Appendix II. The Application Form must be typed and printed in A4 size paper in English (font size 12 in Times New Roman) or in Chinese (font size 13 in ). The application shall not be more than 50 pages in total (including contents and attachments, if any but excluding Attachment to Annex 1). SWD reserves the right not to assess information beyond the prescribed pages.

The applicant NGO shall submit the original together with six hard copies and a soft copy (compact disc in MS Word 2003 for Windows format) in a sealed envelope and delivered by hand, on or before 5:00 p.m., 11 February 2011 (Friday) to the following address, late submission shall not be accepted:
