With effect from 1 August 2011, the standard rates for adult CSSA recipients under the age of 60 with disabilities or in ill-health will be increased to the same level as those for elderly CSSA recipients in similar health conditions.

With effect from 1 October 2011, the coverage of Community Living Supplement will be extended to CSSA recipients with disabilities at non-severe levels, recipients in ill-health and elders not living in institutions. The rate of the monthly supplement will also be increased from the current $120 to $250.

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 14 July 2011 to the NGOs operating subvented rehabilitation services for their tendering of quality proposal to operate a Self-financing Residential Care Home for Persons with Intellectual Disabilities situated at the premises at Blocks 2E and 2F at the Junction of Tsing Lun Road and Tsing Chung Koon Road, Tuen Mun, New Territories.

Site visit and briefing session will be held on 20 July (Wednesday) 2011 with schedules as follows:

i. 9:00 a.m. to 11:00 am - site visit at the Premises at Blocks 2E and 2F at the Junction of Tsing Lun Road and Tsing Chung Koon Road, Tuen Mun, New Territories; and

ii. 11:30 a.m. to 12:30 p.m. - a briefing session at Conference Room, Tuen Mun Town Hall, 3 Tuen Hei Road, Tuen Mun, New Territories.

Interested NGOs please tender your service proposal of no more than 20 pages in A4 size (including annexes and table of contents, if any) in a sealed envelope, containing all the information as required in the Service Specification on this Project. The Social Welfare Department held a "Briefing session on Nursing Home Place Purchase Scheme (NHPPS) (Phase II)" on 8 July 2011 at Lady Trench Training Centre.  The powerpoint presented in the briefing session (Chinese version only) can be downloaded here.

The Financial Secretary announced on 23 February 2011 to provide one additional month of the standard rate for CSSA recipients and one additional month of allowance for Disability Allowance and Old Age Allowance recipients. The Finance Committee of the Legislative Council approved a financial allocation on 10 June 2011 for implementing the measure.

Welfare recipients are not required to make application for the one-off additional payment. The money will be paid to them on 5 July 2011 through the existing CSSA or SSA payment method, that is, normally through bank payment credited to the designated bank account.

The Social Welfare Department has recently received some opinions about a talk organised for its social workers on 17 June on "Giving guidance to same sex attracted youth".  While appreciating the opinions, we consider there is a need to make the following clarification :

The Social Welfare Department has earlier invited eligible non-governmental organisations (NGOs) to submit proposal for operating three 3-year Pilot Cyber Youth Outreaching Projects (PCYOPs) funded by the Lotteries Fund.  A total of 19 proposals were received and 18 of them were qualified for subsequent vetting by the Vetting Committee (VC).  Upon the recommendation of the VC, the Social Welfare Department has selected the following three NGOs to operate the Pilot Projects:
