Aug 2011 In-service Certificate Training Course for Rehabilitation Personnel Working for Persons with Intellectual Disability

To encourage the rehabilitation personnel [including workshop instructors, welfare workers and other staff, working in various rehabilitation services settings as well as residential homes operated by private organizations] to acquire the knowledge and skills necessary for the delivery of quality services to persons with intellectual disability, the Social Welfare Department has commissioned the School of Continuing and Professional Education (SCOPE), City University of Hong Kong (CityU) to run the captioned course.  The course, which is funded by Queen Elizabeth Foundation for the Mentally Handicapped, is a one-year 160-hour part-time course and will commence on 22 October 2011.  Course fee of $500 is to be payable by the applicant when the application is accepted.

Rehabilitation service agencies and private residential care homes for persons with disabilities are invited to nominate suitable staff for this course and the application will be closed on 7 September 2011.

Aug 2011 Invitation to Operate the Third Batch of the Child Development Fund Projects (second-round invitation)

The Social Welfare Department (SWD) is now inviting interested non-governmental organisations (NGOs) to submit project proposals for operating seven Child Development Fund third batch projects in six districts/areas, namely Kwun Tong, Wong Tai Sin, Sai Kung, Sha Tin, Tsuen Wan and Kwai Tsing as well as Yuen Long.

There are a total of 21 projects in the third batch, and a number of NGOs have already been selected for operating 14 projects.  The remaining seven projects in the above-mentioned six districts/areas are now open for interested NGOs to apply for.  Please refer to the Appendices for details.

The closing date and time of submission of application is 5:00 p.m., 16 September 2011 (Friday).  Applicant NGO must be a charitable organisation exempt from tax under Section 88 of the Inland Revenue Ordinance (Chapter 112) with a good track record in the provision of children and youth services in Hong Kong in the past five years.

In case a rainstorm black warning or typhoon signal No. 8 or above is hoisted between 2:00 p.m. and 5:00 p.m. on the closing date, the closing time for submitting applications will be extended to 5:00 p.m. on the first ensuing working day.

CDF aims to draw on and consolidate resources from the family, the private sector, the community and the Government to support the longer-term development of children from a disadvantaged background.  CDF aims to encourage these children to plan for their own future and develop an asset-building habit, with a view to reducing intergenerational poverty.  For details, pleas refer to the CDF website (http://www.cdf.gov.hk)

Aug 2011 Announcement of the Result of Invitation to Operate the Third Batch of Child Development Fund Projects

The Social Welfare Department (SWD) has earlier invited non-governmental organisations (NGOs) to submit application for operating the third batch of Child Development Fund (CDF) Projects. Upon the recommendation of the Vetting Committee, SWD has selected ten NGOs to operate a total of 14 CDF projects.

Aug 2011 Announcement of the list of residential care homes for the elderly successfully prosecuted by the Licensing Office of Residential Care Homes for the Elderly of SWD

Because of breaching the Residential Care Homes (Elderly Persons) Ordinance and/or Residential Care Homes (Elderly Persons) Regulation, the following residential care home for the elderly was successfully prosecuted by the Licensing Office of Residential Care Homes for the Elderly of the Department with details as follows :

1)  Home Name : Man Fook Elderly Home

   Home Address : G/F - 1/F, No. 3 and G/F - 2/F, No. 6, South Yeuk, Siu Lek Yuen Village, Shatin, New Territories

   Offences : Breaching on Sections 11(1) & 36(1) of the Residential Care Homes (Elderly Persons) Regulation Cap. 459A

Failed to employ a person as ancillary worker in the manner as indicated in Section 11(1) Schedule 1 of the Residential Care Homes (Elderly Persons) Regulation, Cap. 459A

   Date of Conviction : 4 August 2011

Aug 2011 New arrangements for enhancing support for recipients in old age, with disabilities or in ill-health under Comprehensive Social Security Assistance (CSSA) Scheme

With effect from 1 August 2011, the standard rates for adult CSSA recipients under the age of 60 with disabilities or in ill-health will be increased to the same level as those for elderly CSSA recipients in similar health conditions.

With effect from 1 October 2011, the coverage of Community Living Supplement will be extended to CSSA recipients with disabilities at non-severe levels, recipients in ill-health and elders not living in institutions. The rate of the monthly supplement will also be increased from the current $120 to $250.

Aug 2011 Foster Children TV Interview "Ain't No Adult"

3 teenage foster children were interviewed in the 12th episode of RTHK TV "Ain't No Adult". There were two stories of foster children shared to disseminate the positive message of foster care. (The programme was broadcasted on ATV on 18.6.2011 at 8pm.)

Aug 2011 Invitation of Proposals

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 14 July 2011 to the NGOs operating subvented rehabilitation services for their tendering of quality proposal to operate a Self-financing Residential Care Home for Persons with Intellectual Disabilities situated at the premises at Blocks 2E and 2F at the Junction of Tsing Lun Road and Tsing Chung Koon Road, Tuen Mun, New Territories.

Site visit and briefing session will be held on 20 July (Wednesday) 2011 with schedules as follows:

i. 9:00 a.m. to 11:00 am - site visit at the Premises at Blocks 2E and 2F at the Junction of Tsing Lun Road and Tsing Chung Koon Road, Tuen Mun, New Territories; and

ii. 11:30 a.m. to 12:30 p.m. - a briefing session at Conference Room, Tuen Mun Town Hall, 3 Tuen Hei Road, Tuen Mun, New Territories.

Interested NGOs please tender your service proposal of no more than 20 pages in A4 size (including annexes and table of contents, if any) in a sealed envelope, containing all the information as required in the Service Specification on this Project. Applicants should submit 6 hard copies and 1 soft copy (font size at 12 and in MS Word 2000 or above format) on or before 10 August 2011 (Wednesday), 5:00 p.m. to the following address by hand:
