Jul 2005 Extension of Flag Selling Hours

The Social Welfare Department announces that with the endorsement of the Lotteries Fund Advisory Committee, flag sale may be conducted from 7:00 a.m. to 12:30 p.m. on the allocated flag days starting from September 2005. The new time slot will, on the one hand, give the organisations one and a half hours more on the flag days to facilitate deploying their resources to increase their street collection, and will, on the other hand, minimise additional costs or manpower implications which would have been incurred if flag sale hours were extended beyond 12:30 p.m. into the afternoon. The new arrangement has taken into account the feedback of those organisations participated in the trial extension of flag selling hours during April 2005, the views of other charitable organisations and the public reaction in general.
Jul 2005 Invitation for Proposals to Operate On the Job Training Programme for Young People with Disabilities

This is a 3-year time-defined programme targeting for operation in October 2005 which aims to enhance the employment opportunities of young people with disabilities and/or early signs of mental illness through proactive vocational training, market-driven and placement-tied approach, helping them to overcome the probable barriers to work, facilitating them to secure jobs in the open market and providing incentive to those employers who have no experience in employing those young persons to try out their working abilities.    The Programme will benefit no less than 300 persons each year.

Non-governmental organizations operating vocational rehabilitation service (NGOs) are invited to apply for the Programme.  They are also invited to propose a name (in Chinese and English) for the Programme.  Once accepted, the proposed name would be used as the formal name of the overall Programme. 

For details of the programme, please refer to the "Summary" and the "Service Specification", which you may download from the "What's New" section until 12 August 2005 

Each NGOs can apply for the operation of one service team (15 or 30 places). Should NGOs be interested in the Programme, please fill in the "Proforma" (of no more than 10 pages and font size at 12 and single-line spacing, in 5 hard copies and 1 soft copy) on or before 12 August 2005 (Friday), 5:00 p.m. You may download the "Proforma" from the "What's New" section until 12 August 2005.

Jul 2005 The Central Fund for Personal Computers (for people with disabilities engaged in supported employment/open employment or self-employed)

Background

The Central Fund for Personal Computers was set up in 1997. The objective of the Fund is to assist people with disabilities to acquire computer facilities for employment purpose. People with disabilities receiving rehabilitation services from the Social Welfare Department, subvented non-governmental rehabilitation organizations Selective Placement Division of the Labour Department and having got nominations from their organizations are eligible to apply.  Guidance and follow-up services will be provided by the nominating organizations.

Application procedures

Applicants can mail the completed Application Form and Business Plan (only Chinese version is available) (in duplication) to the Rehabilitation and Medical Social Services Branch of Social Welfare Department at 9/F., 213 Queen’s Road East, Wu Chung House, Wan Chai, Hong Kong or through their nominating organizations to tender their applications. The Fund will inform the nominating organizations and applicants in writing of the result of their applications.
Deadline for application: 12 August 2005.  Next round of applications will be announced separately.  Further Information about the Central Fund for Personal Computers (only Chinese version is available) is available under the “What’s New” section until 12 August 2005.  After 12 August 2005, it will be available in the Central Fund for Personal Computers section under the Rehabilitation and Medical Social Services Branch section.

The study on child abuse and spouse battering commissioned by the Social Welfare Department (SWD) and funded by Lotteries Fund was conducted by the Department of Social Work and Social Administration, University of Hong Kong. Jul 2005 Task Group on Implementation of Integrated Family Service Centres

The Task Group on Implementation of Integrated Family Service Centres (Task Group), comprising representatives from all the nine NGOs operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 13 District Social Welfare Offices of SWD and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs.  Eleven Task Group meetings have been held between May 2004 to June 2005.  The notes of the first and second meetings can be retrieved under the month Sept 2004, the third meeting under the month Oct 2004, the fourth meeting under the month Nov 2004, the fifth meeting under the month of Dec 2004, the sixth meeting under the month of Jan 2005, the seventh meeting under the month of Mar 2005, the eighth meeting under the month of Apr 2005 and the ninth meeting under the month of Jun 2005.  You may download here the notes of the tenth meeting.
