Sep 2005 Report of the Review Panel on Family Services in Tin Shui Wai (Observations in Relation to the Handling of the Case-in-Question)

The Social Welfare Department (SWD) announced that in view of the completion of the death inquest of the Coroner’s Court on Tin Wai Incident, the Chapter on “Observations in Relation to the Handling of the Case-in-Question“ which was not released in the “Report of the Review Panel on Family Services in Tin Shui Wai” published in November 2004 is now ready for accessibility.  SWD welcomed the recommendations of the Review Panel on preparation for setting up Integrated Family Service Centre, social enquiry report for child abuse and domestic violence cases, and co-ordination for domestic violence cases admitted into women shelter.  These suggestions are in line with the improvement measures being conducted by the Department such as training for social workers, review of shelter services, and review of multi-disciplinary case conference.  Regarding the concern outside the Review Panel’s Terms of Reference, SWD will bring the report to the attention of the Social Workers Registration Board.

SWD will continue to make effort to work on improvement measures to support families and tackle the problem of domestic violence.

Sep 2005 Extension of Flag Selling Hours

The Social Welfare Department announces that with the endorsement of the Lotteries Fund Advisory Committee, flag sale may be conducted from 7:00 a.m. to 12:30 p.m. on the allocated flag days starting from September 2005. The new time slot will, on the one hand, give the organisations one and a half hours more on the flag days to facilitate deploying their resources to increase their street collection, and will, on the other hand, minimise additional costs or manpower implications which would have been incurred if flag sale hours were extended beyond 12:30 p.m. into the afternoon. The new arrangement has taken into account the feedback of those organisations participated in the trial extension of flag selling hours during April 2005, the views of other charitable organisations and the public reaction in general.

Sep 2005 Task Group on Implementation of Integrated Family Service Centres

The Task Group on Implementation of Integrated Family Service Centres (Task Group), comprising representatives from all the nine NGOs operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 13 District Social Welfare Offices of SWD and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs.  Twelve Task Group meetings have been held between May 2004 to September 2005.  The notes of the first and second meetings can be retrieved under the month Sept 2004, the third meeting under the month Oct 2004, the fourth meeting under the month Nov 2004, the fifth meeting under the month of Dec 2004, the sixth meeting under the month of Jan 2005, the seventh meeting under the month of Mar 2005, the eighth meeting under the month of Apr 2005, the ninth meeting under the month of Jun 2005 and the tenth meeting under the month of Jul 2005.  You may download here the notes of the eleventh meeting.

Sep 2005 Invitation of Proposal to develop a Batterer Intervention Programme (s)

The Clinical Psychological Service Branch has issued an invitation to NGOs to submit a proposal to develop an intervention group(s) for batterers of domestic violence.  The group(s) will contribute to an early identification and intervention of the battered spouse cases in the community.  The NGOs should submit a full set including six hard copies and one soft copy of the proposal to Ms. Esther HUNG of the Clinical Psychological Service Branch, Social Welfare Department, Rm. 854, Wu Chung House, 213 Queen’s Road East, Wanchai, on or before 5:15 p.m. of 21 October 2005.  Late submission will not be accepted.

Sep 2005 District Welfare Planning Protocol and Social Indicators on District Welfare Needs

The Consultation on the draft District Welfare Planning Protocol (incorporated with a list of Social Indicators on District Welfare Needs) has been completed by the end of June 2005.  The Protocol, which sets out a standardised planning framework and common approach for District Social Welfare Officers to follow, is now finalised and also made available for community stakeholders' reference.  Meanwhile, the district data of the Social Indicators have been posted on the webpage of respective District Social Welfare Offices.  Community stakeholders may refer to them for information.

The Code of Practice for Residential Care Homes (Elderly Persons) October 2005 (Revised Edition) was produced and delivered by the Licensing Office of Residential Care Homes for the Elderly (LORCHE) to all licenced RCHEs on 31.8.2005. Two briefing sessions for operators and staff were held on 28.9.2005 and 29.9.2005 to introduce the gist of the revision and implementation details.

The PowerPoint (Chinese version only) presented in the briefing sessions is now uploaded for the sector’s reference and sharing among the staff.
