Oct 2005 Relaxation of permissible limit of absence from Hong Kong during receipt of payment under the Social Security Allowance Scheme

With effect from 1 October 2005, the permissible limit of absence from Hong Kong for recipients of Old Age Allowance and Disability Allowance is relaxed from 180 days to 240 days per payment year, subject to the recipient having resided in Hong Kong for not less than 90 days in the year to qualify for the absence allowance.

Community living supplement under the Comprehensive Social Security Assistance (CSSA) Scheme

With effect from 1 November 2005, a monthly community living supplement of $100 is payable to severely disabled CSSA recipients who are medically certified to be 100% disabled or in need of constant attendance and who are not living in institutions.

Oct 2005 Extension of Flag Selling Hours

The Social Welfare Department announces that with the endorsement of the Lotteries Fund Advisory Committee, flag sale may be conducted from 7:00 a.m. to 12:30 p.m. on the allocated flag days starting from September 2005. The new time slot will, on the one hand, give the organisations one and a half hours more on the flag days to facilitate deploying their resources to increase their street collection, and will, on the other hand, minimise additional costs or manpower implications which would have been incurred if flag sale hours were extended beyond 12:30 p.m. into the afternoon. The new arrangement has taken into account the feedback of those organisations participated in the trial extension of flag selling hours during April 2005, the views of other charitable organisations and the public reaction in general.
Oct 2005 Community Mental Health Care Services

Community Mental Health Care Services provided by the non-government organizations have commenced services since 1 October 2005.  Community Mental Health Care Services are community support services providing additional care and support to ex-mentally ill persons in the community.  The services are aimed to providing continuous support to mental patients discharged from psychiatric wards/ hospitals and the halfway house so as to help them to sustain independent their living in the community.

Oct 2005 Enrolled Nurse (General) / Enrolled Nurse (Psychiatric) Training Programme for the Welfare Sector

The Social Welfare Department (SWD) invites applications for admission to the two-year full-time welfare-oriented Enrolled Nurse (General) / Enrolled Nurse (Psychiatric) Training Programme.  The training programme is organised by SWD in collaboration with the Hospital Authority to meet the manpower demand for Enrolled Nurse (General) and Enrolled Nurse (Psychiatric) in the welfare sector. 

The programme is open for application from 18 October 2005.  Application will be closed on 8 November 2005.  The following documents can be downloaded here:

Serving as a Nurse in the Welfare Sector
Oct 2005 Intensive Employment Assistance Projects for CSSA Single Parent Recipients and other Child Carers with young children under the New Dawn Project (ND IEAPs)

To assist the single parents and family carers on CSSA with the youngest child aged 12-14 to build their capacities for self-help and integrate into the community through employment, the Social Welfare Department (SWD) will launch a trial employment assistance project named the ‘New Dawn Project’ from April 2006.  Under the New Dawn Project, SWD will partner with NGOs running the second or third batch of IEAPs to provide intensive employment assistance, basic skills and skills upgrading training in the form of IEAP for recipients with no or limited work experience.  The Department is now calling applications for project proposals to deliver services from April 2006 to September 2007.
Applicant NGOs interested in seeking funding support for these 18-month projects are invited to attend a briefing session to be held on 4.11.2005 to understand more about the IEAPs before sending in their proposals.  The closing date for submission of applications will be on 26 November 2005 (on or before 12:00 noon).

Oct 2005 Task Group on Implementation of Integrated Family Service Centres

The Task Group on Implementation of Integrated Family Service Centres (IFSCs) (Task Group), comprising representatives from all the nine Non-governmental Organizations (NGOs) operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 13 District Social Welfare Offices of Social Welfare Department (SWD) and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs. A total of thirteen Task Group meetings have been held between May 2004 and October 2005. You may retrieve the notes of the meetings in the following section:

Oct 2005 The Jockey Club IT Scheme for People with Visual Impairment

To help people with visual impairment (PVI) to have access to the information technology for social inclusion, the Social Welfare Department, with the generous donation of over $7 millions from the Hong Kong Jockey Club Charitable Trust, now launches the Jockey Club IT Scheme for People with Visual Impairment.  The objectives of the Scheme are to support non-governmental and not-for-profit organizations providing services/ schooling to PVI and tertiary institutions to acquire advanced Chinese screen readers and Braille displays to facilitate PVI’s surfing in the information world on Internet; and to subsidise individual PVI in need to purchase these devices for the purpose of studies or employment.

Eligible organizational applicants will be invited by SWD to tender their applications.  For individual applicants, their application must have nomination from rehabilitation units of SWD, subvented non-governmental rehabilitation organisations, the students affairs offices of local tertiary institutions, principals of local secondary schools, or Selective Placement Division of the Labour Department and should be submitted vide the designated form with the quotations of the concerned items by these nominating organizations.  The deadline for applications of the current invitation is 19 November 2005.  For enquiries, please contact Rehabilitation and Medical Social Services Branch, Social Welfare Department: --

Oct 2005 The Q&A for the Briefing of Code of Practice for Residential Care Homes (Elderly Persons) October 2005 (revised edition)

Oct 2005 Training Programme on Understanding of Family violence

The Social Welfare Department (SWD) invited related professionals and district personnel to join a two-day training programme on understanding of family violence.

To enhance the community’s understanding and awareness of family violence, the SWD has commissioned the Hong Kong University Family Institute (HKUFI) and Sau Po Centre on Ageing to conduct a territory-wide Training Programme on Understanding of Family Violence named as . These training classes will be conducted in Tai Po, Tuen Mun, Kwun Tong, Wan Chai, Yuen Long, Tsuen Wan, Sha Tin and Yau Ma Tai from November 26, 2005 to January 26, 2006.

The training will provide more than 2400 places for related professionals and district personnel, including social workers, clinical psychologists, police officers, teachers, doctors, staff of Housing Department, District Council members, etc.

Through the training on the characteristics of different types of family violence, the handling procedures, related legislations etc., the programme aims to facilitate the frontline professionals and district personnel to identify family violence at an early stage and refer needy families to the appropriate services.  The training content includes understanding on child abuse, spouse battering, elder abuse, gender sensitivity, the legal provisions on family violence, multi-disciplinary collaboration and district co-ordination.

The speakers of the training programme include social workers, clinical psychologist, paediatrician, gerontologist, psychiatrist, police officers, public prosecutors and academics.

The training will be conducted in Chinese, aided with English.  An attendance certificate and CD ROM on the training content will be issued to all participants.  Dates and venues of the training programmes are as follows:
