Nov 2004 Second Batch of Intensive Employment Assistance Projects

The Social Welfare Department (SWD) has secured funding from the Lotteries Fund and the Hong Kong Jockey Club Charities Trust (HKJCCT) to commission non-governmental organizations (NGOs) running 100 IEAPs in a four-year period from October 2003 to September 2007 with an aim to provide tailor-made employment assistance services to help employable Comprehensive Social Security Assistance (CSSA) recipients and 疸ear-CSSA﹀ recipients secure gainful employment as early as possible so that they can move towards self-reliance.

In June 2004, SWD invited NGOs to send in proposals for the second batch of IEAPs and we are pleased to have received 74 proposals from 39 NGOs. The Project Vetting Committee, comprising the Deputy Director of SWD as the chairperson and members from the other Government Department and the HKJCCT, had selected 30 projects to be launched in 11 SWD Districts from October 2004 to September 2007.

During the three-year implementation period, each IEAP Operating Agency will provide at least 100 participants per year with tailor-made employment assistance such as workshops, employment counselling, job matching and post-placement support services to help enhance their employability and ability to sustain employment. To help prevent 疸ear-CSSA﹀ recipients from falling into the CSSA net, Operating Agencies will also provide temporary financial aid to needy participants to tide them over temporary financial hardship and meet short-term basic needs in addition to assisting them to find employment.
