Get Adobe Reader Downloading of the acrobat documents for reading and printing can be done through the use of the Adobe(R) acrobat(R) reader software which is available free at the Adobe Systems Inc. Website.

May 2007 Provision of a one-off additional month of social welfare assistance to recipients of Comprehensive Social Security Assistance (CSSA) and Social Security Allowance (SSA)

The Social Welfare Department has made payment of additional social welfare assistance of one month to recipients of CSSA and SSA (including Disability Allowance and Old Age Allowance) on 30 May 2007.  Beneficiaries can get the additional assistance through the existing CSSA or SSA payment method (i.e. normally through bank payment credited to the designated bank account).  Beneficiaries are not required to make application for the additional assistance.  Recipients who are eligible for CSSA or SSA in the month of implementation (i.e. May 2007) will benefit from the additional assistance.

The Financial Secretary announced in his 2007-08 Budget Speech a series of measures to help the disadvantaged and one of them was to provide a one-off assistance of one month's payment to recipients of CSSA and SSA.  The Finance Committee of the Legislative Council approved the financial allocation in April 2007.  The Department completed the enhancement of the Computerised Social Security System to effect the additional payment in May 2007.

May 2007 New Arrangements on Direct Rent Payment for Comprehensive Social Security Assistance (CSSA) Recipients Residing in Public Rental Housing (PRH) to the Hong Kong Housing Authority (HA)

With effect from 1 June 2007, for CSSA cases where the household has to pay rent for a PRH flat (including an Interim Housing unit) under HA, the Social Welfare Department will, under normal circumstances, arrange direct bank transfer of the CSSA rent allowance payable to the household to HA's bank account monthly for paying rent (including the license fee) of the PRH flat.
May 2007 Invitation for Proposals to Operate New Pre-school Rehabilitation Project

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 7 May 2007 to the NGOs (welfare) for their tendering of quality proposal for the operation of the following new pre-school rehabilitation projects:

  • the Special Child Care Centre cum Early Education and Training Centre (SCCC cum EETC) at Yu Ming Court, Tseung Kwan O; and
  • the Special Child Care Centre cum Early Education and Training Centre (SCCC cum EETC) at Shui Pin Wai Estate, Yuen Long.

Site visits and a briefing session will be held with schedules as follows:

i. 11 May 2007, 3:00 p.m. to 4:30 p.m. - site visit to the new SCCC cum EETC at Units 215-220, Ying Shui House, Shui Pin Wai Estate, Yuen Long;
ii. 14 May 2007, 9:30 a.m. to 11:00 a.m. - site visit to the new SCCC cum EETC at G/F, Yu Cheong House, Yu Ming Court, Tseung Kwan O; and
iii. 14 May 2007, 11:30 a.m. to 12:30 p.m. - a briefing session of the two projects at Sheung Tak Community Hall, Sheung Mei House, Sheung Tak Estate, Tseung Kwan O.

NGOs (welfare) may submit one service proposal for the two projects, which should be A4 with font size 13 and be no more than 45 pages.  Service proposals, in 6 hard copies and 1 soft copy, should be sent on or before 11 June 2007 (Monday), 5:00 p.m. to the following address:

May 2007 Invitation for Proposals to Operate Supported Hostels for Mentally Handicapped Persons

The Rehabilitation and Medical Social Services Branch has issued an invitation letter dated 3 May 2007 to the NGOs (rehabilitation services) for their submission of quality proposal for the following three projects of Supported Hostels for Mentally Handicapped Persons (SHOS(MH)s), namely:

 

(i)        Fu Shin SHOS(MH) at Unit 2, G/F, Shin Tsui House, Fu Shin Estate, Tai Po, New Territories;

(ii)     Shun Lee SHOS(MH) at Unit 2B, Shun Lee Shopping Centre, Phase II, Shun Lee Estate, Kwun Tong, Kowloon; and

(iii) Nam Shan SHOS(MH) at Units 33-48, G/F, Nam Yat House, Nam Shan Estate, Shamshuipo, Kowloon.

May 2007 Application for "The Jockey Club IT Scheme for People with Visual Impairment" and/ or "Central Fund for Personal Computers"

The Jockey Club IT Scheme for People with Visual Impairment" (4th round) and "Central Fund for Personal Computers" (16th round) now accept applications.

Eligible organisations, educational institutes and individual persons with visual impairment may apply for "The Jockey Club IT Scheme for People with Visual Impairment" whereas "Central Fund for Personal Computers" is for people with disabilities engaging in supported employment or self-employment.

May 2007 Enrolled Nurse (General) / Enrolled Nurse (Psychiatric) Training Programme for the Welfare Sector

To meet the demand for Enrolled Nurses (General) and Enrolled Nurses (Psychiatric) in the welfare sector, the Social Welfare Department organises the third batch of a two-year full-time welfare-oriented Enrolled Nurse (General) / Enrolled Nurse (Psychiatric) Training Programme, and the Hospital Authority is commissioned to provide the training.

The programme will commence on 3 December 2007.  Application for admission to the programme starts on 3 April 2007, and will be closed on 22 May 2007.  The following documents can be downloaded here:

May 2007 Task Group on Implementation of Integrated Family Service Centres

The Task Group on Implementation of Integrated Family Service Centres (IFSCs) (Task Group), comprising representatives from all the nine Non-governmental Organizations (NGOs) operating IFSCs, two NGOs operating the Integrated Services Centres in Tung Chung, 12 District Social Welfare Offices of Social Welfare Department (SWD) and the Hong Kong Council of Social Service, was formed in May 2004 to discuss on operational issues and common areas of concerns arising from the implementation of IFSCs.  A total of twenty Task Group meetings have been held between May 2004 and April 2007.  You may retrieve the notes of the meetings in the following section:
