| Revised arrangements of Disregarded Earnings (DE) under the Comprehensive Social Security Assistance Scheme
With effect from 1 December 2007, the eligibility requirement for DE benefits is relaxed to allow recipients in cases which have been on CSSA for not less than two months (previously not less than three months) to enjoy DE benefits. In the meantime, the amount of monthly earnings from employment that can be totally disregarded is increased from $600 to $800 for all recipients benefiting from monthly DE. | Application for "Hong Kong Paralympians Fund"
Applications are invited for the following categories of grants under the Hong Kong Paralympians Fund.
(a) Development of target sports (2008-09); (b) Employment facilitating grant for retired athletes with disabilities (2008-10); (c) Subsistence grant to athletes with disabilities (2008-09).
The deadline for (a) and (b) is 17 December 2007 (Monday) and deadline for (c) is 4 January 2008 (Friday).

| Sex Education Package for Adults with Mental Handicap
With appropriate training and assistance, persons with mental handicap could lead a normal life of self independence. They could engage in employment, dating, getting married and raising children. However, there are few locally developed sex education training packages for the mildly mentally handicapped person. To fill this service gap, clinical psychologists in the Central Psychological Support Services (Adult Service) Social Welfare Department, have formed a Task Group and developed the Sex Education Package for Adults with Mental Handicap. The Package aims to assist frontline social workers and welfare workers in adult rehabilitation centres to provide sex education for their clients. The Package has been pilot-tested in several centres with good response. It includes a Trainer’s Manual, one CD-Rom, one DVD and two sets of paper dolls with detachable clothes. The Manual gives clear instruction for a full 17-session sex education group. Topics include knowing your body, masturbation, pornography, self protection and dating.
Clinical Psychological Service Branch of the Social Welfare Department has held a Briefing on this Package on 8 November 2007 at LTTC to frontline workers on the content of the Package. Over 300 workers from adult rehabilitation centres participated in the Briefing. Each Unit has collected two packages free for use. Related case work units of SWD have also received the Packages in mid November. For those Units which have not received their free Package, would the staff contact Mr. Wong Kai Kwong, Assistant Clerical Officer, Clinical Psychology Unit 3, on 29674110.

| Community Mental Health Intervention Project
Community Mental Health Intervention Project has commenced services since 1 October 2007. The objective of this Project is to provide specialized social work intervention including casework, therapeutic and supportive group services to assist persons in the community with suspected mental health problems and / or their family members to deal with problems arising from their poor mental health conditions. "The Jockey Club IT Scheme for People with Visual Impairment" (5th round) and "Central Fund for Personal Computers" (17th round) now accept applications. The deadline for both the Scheme and Fund is 7 December 2007. Eligible organisations, educational institutes and individual persons with visual impairment may apply for "The Jockey Club IT Scheme for People with Visual Impairment" whereas "Central Fund for Personal Computers" is for eligible people with disabilities engaging in self-employment or supported employment service. | Financial Support Scheme for Self-help Organizations of People with Disabilities
The Department is now calling for application for Financial Support Scheme for Self-help Organizations of People with Disabilities covering a period from 1 April 2008 to 31 March 2010. Bona fide non-profit making self-help organizations of people with disabilities, which have been formally registered under relevant ordinance(s) for not less than three years and not been receiving regular subventions from the Department are eligible to submit applications. The closing of application is 19 November 2007 (Friday) 5:00 p.m.

| The Enhanced New Dawn (ND) Project
The Social Welfare Department (SWD) has implemented the New Dawn Intensive Employment Assistance Projects (ND IEAPs) from April 2006 to September 2007. The ND IEAPs aim at providing a package of intensive employment assistance services to help single parents and child carers on Comprehensive Social Security Assistance (CSSA) with no or limited working experience. In view of the achievement of the ND IEAPs, SWD has again secured funding from the Lotteries Fund to commission non-governmental organizations as operating agencies to operate 20 projects under the Enhanced ND Project from October 2007 to March 2010 to continue to help and to enhance the employment assistance services to the CSSA single parents and child carers with their youngest child aged 12 to 14, to build up their capacities for self-help, so that they can integrate into the community through engagement in work and move towards self-reliance. In response to the invitation for application for funding support to the Enhanced ND Project in August 2007, a total of 39 proposals from 31 operating agencies having experience in operating Intensive Employment Assistance Projects and ND IEAPs were received. After the selection of the Project Selection Committee for the Enhanced ND Project, SWD has commissioned 20 operating agencies to operate 20 projects.
