Symposium on the Best Practice Manual
SWD launched the Envisioning Programme on the Best Practice Manual and held the kick-off ceremony and the first symposium on 15 September 2015 to facilitate the implementation of the BPM by NGOs receiving LSG subvention. The Programme provided a platform for the sharing of experience and knowledge on the challenges and opportunities arising from increased transparency and accountability in corporate governance. Over 680 participants from NGO Board of Directors and senior management were present.
At the opening of the symposium, the Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, GBS, JP, said, “I am pleased to see that NGOs are taking a serious approach to implementing the BPM. Through the joint efforts of the NGOs’ management, staff, service users and the Government, the sector will enhance governance and move with the times to build a better future together.”
The Dean of the Li Ka Shing Faculty of Medicine of the University of Hong Kong, Professor Gabriel Leung, GBS, JP, delivered a keynote speech at the symposium and said, 'The BPM enables co-workers as well as organisations to work together to review and enhance organisations' transparency and strengthen their sapiential ability.'
In delivering her welcoming speech, the Director of Social Welfare, Ms Carol Yip, JP, said, 'The SWD has launched a hotline and a designated webpage for the implementation of the BPM and has visited all subvented NGOs. The organisations have started their reviews according to the BPM and are formulating appropriate policies and procedures.
'The SWD launched the Envisioning Programme and we are grateful for the support of the stakeholders in reaching consensus on the BPM, and with the sector's co-operation, the BPM can be implemented smoothly with the expected effect.'

Four Core Sessions and Concurrent Workshops
First session : Financial Management
SWD held the Core Session and Concurrent Workshop on financial management on 18 November 2015 for members of the welfare sector to share experience and exchange knowledge, with a view to enhancing the financial management of NGOs, in which more than 200 board members and senior management of NGOs were present.
At the seminar, Former President of the Hong Kong Institute of Certified Public Accountants Ms Susanna Chiu, MH, FCPA, gave a keynote speech on how to make best use of LSG reserve and provident fund reserve for non-snapshot staff, as well as on corporate financial forecasts, internal control, actuarial and audit studies, and inspiration from the BPM. The Community Service Secretary of the Tung Wah Group of Hospitals, Mr Yiu Tze-leung Ivan, JP, and the Chief Executive Officer of SAHK, Mr Fong Cheung-fat, JP, also shared their experiences with members of the sector in the seminar.
All speakers considered that good financial planning can reduce the financial risks faced by the NGOs, support their long-term steady development, and win the trust of the service users, staff and members of the public.

Second session: Corporate Governance
The second Core Session and Concurrent Workshop on Corporate Governance was held on 7 December 2015 in which about 200 board members and senior management of NGOs were present.
One of the key speakers, the Member of Oxfam Hong Kong Council and Board of Supervisors, Oxfam International, Dr Chi-kin Lo, JP gave keynote speech on innovative leadership in pursuit of transparency and public accountability while another key speaker, the President of Law Society of Hong Kong, Mr Stephen Hung, discussed the legal perspectives on corporate governance. The Deputy Director of the Hong Kong Sheng Kung Hui Welfare Council Limited, Mr Joseph Man and the Chief Executive of the ABM Hong Kong Swatow Baptist Church Community Service Association, Ms Chang Siu-wah, also shared the blueprint of corporate governance and the experiences of working with board members respectively in the seminar.
All speakers considered that NGOs should be more accountable and transparence in meeting the expectation of general public. By setting out the principles and best practices relating to corporate governance will help organisations sustain public trust.

Third session: Human Resource Management
The third Core Session and Concurrent Workshops on Human Resource Management was held on 4 January 2016 in which about 200 board members and senior management of NGOs were present.
At the seminar today, Executive Council Member of the Hong Kong Institute of Human Resources Management, Mr Lai Kam-tong, gave a keynote speech on how NGOs’ human resource management strategies can meet the contemporary challenges. The Director of Heep Hong Society, Ms Nancy Tsang, JP, and the Chief Executive Officer of New Life Psychiatric Rehabilitation Association, Ms Sania Yau, JP, also shared their experiences with members of the sector in the seminar.
The speakers considered that in an epoch of various challenges, an NGO’s human resource policy needs to connect the organisation with their staff so as to achieve the dual goal of organisational development and satisfying the needs of individual staff members. Job satisfaction and the feeling of belongingness to an organisation do not come solely from financial rewards, but also from the organisation’s creation of opportunities for the career and potential development of staff, and the organisation’s respect of staff members’ value and contributions etc.

Fourth session: Communication in the New Information Era and Social Media Handling
The fourth Core Session and Concurrent Workshops on Communication in the New Information Era and Social Media Handling was held on 24 February 2016. About 180 board members and senior management of NGOs were present.
At the seminar today, Mr Dennis Pang, Former Assistant Government Chief Information Officer and Mr Tsoi Tong-hoo, experienced journalist gave key speeches on the mindset and strategies that NGO may adopt in meeting the new challenges of online media and social media. The Deputy Executive Director of the Hong Kong Federation of Youth Groups, Ms Amy Fung Dun-mi, MH also shared her experiences with members of the sector in the seminar.
The speakers pointed out that the new media witnessed the power of curation and rise of the “Professional Amateur” in the new era of information explosion. It brings opportunities and challenges to NGOs in networking relevant stakeholders and the publics. While new media emphasises bilateral interaction and exchange, NGOs have to connect with their staff and service users using the new information tools in order to catch up with the pace of societal change.
