Objectives

Service Performance Monitoring System (SPMS) was introduced, aiming that SWD and NGOs operating subvented services can provide more efficient, customer-focused, accountable and output-driven welfare services. Under SPMS, service performance is assessed on the basis of the Funding and Service Agreements (FSAs) drawn up between the Department and NGOs operating subvented services.

   
       

The Service Performance Monitoring System Performance Assessment Manual (PAM) published in April 2003 contains all the features of the SPMS.  The PAM was updated in 2012 to incorporate Lump Sum Grant Independent Review Committee's recomendations on service performance monitoring.  For details, please refer to the Performance Assessment Manual.
