Subventions Allocation Information

In 2018-19, provisional subventions to NGOs for financing about 2,754 agreement service units amount to $16,747.5 million.  Distribution of the provisional subventions to different service programmes is shown in the diagram below.

(Note) - Other payment for welfare services: In addition to the subventions mentioned above, the Department has earmarked $2,911.7 million to purchase welfare services from operators in the private and NGO sectors. These services include contracted residential care homes for the elderly, enhanced home and community care services, residential care places for the elderly purchased under the Nursing Home Place Purchase Scheme, Enhanced Bought Place Schemes and other welfare services.

Rent / Rates / Government Rent Subsidy for Non-subvented Welfare Services

Rent / Rates / Government Rent Subsidy Scheme (The Scheme) aims at providing financial assistance to non-governmental organisations operating non-subvented welfare services with their own resources in recognition of their valuable contributions in meeting community needs.  The Scheme operates on some eligibility criteria.  Applications are invited on an annual basis and successful applicants have to meet all the criteria.
