Eligibility Criteria

To be eligible for applying a public subscription permit for organising general charitable fund-raising activities in public places, the applicant should meet the eligibility criteria [Please refer to Part B “Eligibility Criteria” of the “Explanatory Notes for Application for Public Subscription Permit (General Charitable Fund-raising Activities)”].

Application Procedures

Application for a public subscription permit for organising general charitable fund-raising activities in public places may be submitted throughout the year.  The applicant should submit the following relevant forms and documents:

	(Note: If the proposed location of the fund-raising event is on the list of the Reference Table, please adopt the same English and Chinese descriptions of the location from the Table when filling in the Fund-raising Activity Proforma. However, if the proposed location is not on the list, please provide the location descriptions in both English and Chinese.)

	(Note: Applicant organisation and/or beneficiary organisation(s), if applicable, is required to submit its annual reports or newsletters or reports of charitable service record as endorsed by its Chairperson or Head to support its track record of charitable activities for the past three years. If the organisation prefers to provide a report of charitable service record as endorsed by its Chairperson or Head, please use this form and make necessary adjustment where applicable.)

	(Note: The permittees should draw reference to this sample to report all the monies from public subscriptions and all sort of expenses in relation to the fund-raising activities covered by the public subscription permit.)

 

Submission of Application

For applications not involving fund-raising activities to be conducted on government land administered by the Lands Department, the completed application form together with all the required documents as listed in the application form should reach the SWD at least 4 weeks (but not more than 8 weeks) before the commencement of the proposed activity. For applications involving fund-raising activities to be conducted partly or wholly on government land administered by the Lands Department, the completed application form together with all the required documents as listed in the application form should reach the SWD at least 10 weeks (but not more than 16 weeks) before the commencement of the proposed activity.
