Protecting Children from Maltreatment – Procedural Guide for Multi-disciplinary Co-operation (Revised 2020)

Every child has a right to protection against any forms of harm and exploitation.  Anyone who comes into contact with a child in the course of his or her work, regardless of sector, must make use of his or her expertise to safeguard the best interests of the child.  When children are harmed, personnel from different sectors should work together to ensure that children are properly protected and cared for.  The Social Welfare Department has, in collaboration with relevant government departments, non-governmental organisations and professionals, drawn up a procedural guide for reference by different professionals in taking necessary actions for suspected child maltreatment cases.

In November 2016, a task group comprising different sectors and professionals was formed to review and revise the procedural guide.  The revised procedural guide, which was renamed “Protecting Children from Maltreatment – Procedural Guide for Multi-disciplinary Co-operation (Revised 2020)” (“Guide”), was endorsed in the meeting of the Committee on Child Abuse on 20 December 2019 and is to take effect from 1 April 2020 onwards.  For information of the “Guide”, please refer to the following documents.
