Support Programme for Employees with Disabilities

The policy objective of the Government in assisting persons with disabilities to attain employment is to ensure that they have equal access to participation in productive and gainful employment in the open market.  To support the employment of persons with disabilities, the Social Welfare Department (SWD) has launched the Support Programme for Employees with Disabilities (SPED) which provides employers of persons with disabilities with a one-off subsidy in respect of each employee with disabilities for procurement of assistive devices and/or workplace modifications.  SPED aims to facilitate employees with disabilities in discharging their duties at the workplace and enhance their work efficiency.

Level of Subsidy
The subsidy is normally capped at a maximum support level of $20,000 for each employee with disabilities.  A grant up to $40,000 may be considered for deserving cases for which the price of a single item of assistive device and its essential accessories being applied for exceed $20,000.

Scope of Support
A wide range of assistive devices and workplace modifications which cater for the special needs of employees with disabilities at the workplaces may be supported.  Examples include but are not limited to accessories or adaptive equipment for computer, optical magnifying device, hearing and assistive devices, Braille products, handrails, etc.  The Committee on the SPED has been set up to vet the applications for subsidy from the SPED.

SPED Administrator
Po Leung Kuk is commissioned by the SWD to serve as the SPED Administrator, which assists in administering and promoting the SPED, answering enquiry and providing follow-up services, preparing assessments and recommendations on the applications for the Committee’s consideration.

Applicants of the SPED must be employers of persons with disabilities.  They should be nominated and referred by the following referring organisations -

(a) SWD accepts SPED applications all year round;
(b) Applications have to be made on the prescribed form and submitted by mail or by hand to SWD through the referring organisations;
(c)(c) Employers of persons with disabilities may consult the SPED Administrator for applications requiring special arrangement; and
(d) Application is free of charge.
