  THE HONG KONG PARALYMPIANS FUND
  The Hong Kong Paralympians Fund (HKPF) aims at fostering the development of sports for athletes with disabilities and supporting their pursuit of sporting excellence in international events.  To enhance the sustainability of the HKPF, an amount of $200 million was approved by the Finance Committee to be injected into the Fund as seed money in 2013-14.  In 2019-20, a total of $4.69 million was approved for allocation.  Of the $4.69 million, $1.79 million was allocated to the sports organisations for supporting their development of target sports, including athletics, gymnastics, skating, floor hockey, snowshoeing archery, shooting, swimming and rowing for persons with disabilities; $2.55 million to the athletes with disabilities for them to pursue sporting excellence; and $0.06 million to retired athletes with disabilities to assist in their job attachment in sports related fields, other suitable employment or vocational training.  Besides, $0.29 million was allocated to grantee sports organisations as audit fee and administrative overhead for covering personal emoluments of supervisory and administrative staff and other administrative expenses incurred by these sports organisations exclusively for the purpose of implementing the target sports programmes.
   
  INNOVATION AND TECHNOLOGY FUND FOR APPLICATION IN ELDERLY AND REHABILITATION CARE
  The Innovation and Technology Fund for Application in Elderly and Rehabilitation Care was launched in December 2018 to subsidise eligible elderly and rehabilitation service units to procure/rent and try out technology products so as to improve the quality of life of service users and reduce the burden and pressure of care staff and carers.  The Fund was open for application in 2 tranches in 2019, with total grants of about $140 million approved for some 770 elderly and rehabilitation service units to procure or rent over 2 900 technology products.
   
  ARTS DEVELOPMENT FUND FOR PERSONS WITH DISABILITIES
  The Arts Development Fund for Persons with Disabilities was set up in March 2019 to subsidise non-profit making NGOs/bodies with relevant experience in organising various time-defined arts programmes or activities for persons with disabilities (PwDs), with an aim of enhancing their arts knowledge, fostering their interest in arts, exploring their potential, and nurturing PwDs who have great artistic potential to strive for excellence and develop their careers in arts.  The first batch of application closed in May 2019 and a total of some $25 million was granted to 26 service units to implement 30 arts projects (including 24 tier-one items and 6 tier-two items).
   
  SPECIAL NEEDS TRUST
  The Government established the Special Needs Trust Office (SNTO) in December 2018.  With the Director of Social Welfare Incorporated as the trustee, SNT provides reliable and affordable trust services for managing the assets of deceased parents (Settlors).  Regular disbursements will be made to the carers of their children with special needs (Beneficiaries), who may be individuals or organisations, in accordance with the parents’ wishes.  This is to ensure that their assets will be used for meeting the long-term daily needs of their children after their passing.  The SNTO has started receiving applications from 25 March 2019.  As at 31 March 2020, the SNTO received 14 applications for the service.
   
  REGIONAL GUARDIANSHIP OFFICES
  To enhance support service for the mentally incapacitated persons (MIP), the Government set up a pilot regional team, namely Regional Guardianship Office (Hong Kong Island), in 2017 to handle guardianship cases under a new specialised service model.  As the pilot regional team has gained favourable comments from various stakeholders, the Government decided in 2019 to regularise the pilot regional team and set up 2 additional Regional Guardianship Offices.
   
  FUNDING SUPPORT TO SELF-HELP ORGANISATIONS OF PERSONS WITH DISABILITIES/ CHRONIC ILLNESSES AND PARENTS’ ASSOCIATIONS
  Funding support in an annual sum of $21 million was provided to a total of 101 self-help organisations of persons with disabilities (SHOs)/parents’ associations (PAs) in 2018-20 to help the development of SHOs/PAs and enhance the promotion of self-help spirit among PwDs and their carers.
