$d Background and Objective
 

The Community Care Fund (CCF) first launched the programme of “Subsidy for Comprehensive Social Security Assistance Recipients Living in Rented Private Housing” (the programme) in October 2011, relaunched the programme in September 2013, September 2014 and September 2015 respectively and extended the programme in September 2016, to provide a one-off subsidy to Comprehensive Social Security Assistance (CSSA) households living in rented private housing and paying a rent which exceeded the maximum rent allowance under the CSSA Scheme, so as to relieve their financial burden as a result of the periodic increase of rent. CCF relaunched the programme for a period of two years in November 2017 by adjusting the approach in subsidy calculation and disbursement to render more appropriate assistance to the eligible CSSA households concerned. The programme is administered by the Social Welfare Department (SWD).

 
 
$d Target Beneficiaries
 
  To qualify for the relaunched programme, a CSSA household beneficiary should have met the following criteria:
  • as at the specified dateNote 1, the household was receiving CSSA and was a tenant of private housing; and
  • as at the specified dateNote 1, the monthly rent payable exceeded the maximum rent allowance under the CSSA SchemeNote 2.
 
Note 1: The specified date for the first year is 31 July 2017. The specified date for the second year is 31 July 2018.
 
Note 2: The maximum rent allowance is determined by the number of eligible members in a CSSA household. In case of any change(s) in housing circumstances (such as the monthly rent), the CSSA recipients concerned should report the change(s) to the relevant social security field unit as soon as possible.
   
   
$d Payment of Subsidy
   
  • The implementation period for the two-year programme is from 30 November 2017 to 29 November 2019. The eligible CSSA beneficiaries with their subsidy entitled for the first year and the second year are defined by the specified dates for 2017 and 2018 accordingly.
  • The households concerned are not required to submit applications. SWD identifies eligible CSSA households based on information on the reported rental records as at the relevant specified dates for the first year and the second year respectively.
  • Calculation of amount of subsidy is based on the reported rental records, the monthly subsidy is either 50% of the portion of the rental amount exceeding the applicable MRA or 15% of the applicable MRA, whichever is the less. The said subsidy calculated monthly is provided yearly on a one-off basis.
  • The subsidy for the first year has been deposited into the eligible CSSA recipients’ bank accounts for CSSA payment from late January 2018 onwards. The payment arrangement for the first year has been completed. The subsidy for the second year will be deposited into the eligible CSSA recipients’ bank accounts for CSSA payment from late January 2019 onwards, and the payment of subsidy for the relaunched programme will be completed on 29 November 2019.
  • Any subsidy certified by SWD as overpayment will have to be paid back.
